At its February 1-2, 2008, Commission meeting in Olympia, the Commission continued approval of a proposed 2008 policy for Mainstem Columbia River Spring Chinook Management and Allocation for Non-Indian Fisheries (C-3617) to this meeting. The Commission held a public hearing on the topic during its January 11-12, 2008, Commission meeting in Vancouver.

Commissioner Mahnken moved, seconded by Commissioner Chew, to adopt the policy titled "Mainstem Columbia River Spring Chinook Management and Allocation for Non-Indian Fisheries, 2008" dated February 2, 2008, as presented.

Commissioner Roehl moved, seconded by Commissioner Wecker, to amend the motion by changing page 2 of the policy, under "Stakeholders Visioning Process," in the second and third bullets, insert "that" and delete "to," so they read:

  • The Commission recommends that the Stakeholder Group provide incentives for sectors that reduce release mortalities.

  • The Commission recommends that the Stakeholder Group include stronger penalties for those fishers that have repeat violations of selective fishery rules.
The motion to amend the motion carried unanimously.

Commissioner Roehl moved, seconded by Commissioner Mahnken, to amend the motion by adding, on page 2, under Fisheries Management Objectives, at the end of the fifth bullet, "as well as in the mainstem below Bonneville Dam." The motion to amend the motion carried unanimously.

Commissioner Roehl moved, seconded by Commissioner Solomon, to amend the motion by changing, on page 2, under Allocation of Upriver Spring Chinook Impacts, the recreational allocation from 65% to 57%. The motion to amend the motion failed.

Commissioner Roehl moved, seconded by Commissioner Wecker, to amend the motion by adding, on page 2, under Delegation of Authority: "The Director shall work with the Oregon Department of Fish and Wildlife to achieve implementation of this Commission action in a manner that results in concurrent regulations between the two states. The Director shall consult with the Commission if it becomes necessary to deviate from the Commission's Policy to achieve concurrent regulations with Oregon." The motion to amend the motion carried unanimously.

The motion, as amended, carried. (Commissioner Wecker abstained from the vote on the motion.)
