Chair Gutzwiler called the conference call to order at 8:34 a.m.

PROPOSED LAND TRANSACTIONS - DECISION:
One individual provided oral testimony on the proposed land transactions during the Conference Call.

Commissioner Wecker moved, seconded by Commissioner Solomon, to approve the following:

- Acquisition of the 9,432.28-acre Trust for Public lands/American Minerals property in Kittitas County for $4,775,000;
- Acquisition of the 197.30-acre Banrac, LLC property in Douglas County for $85,000;
- Exchange of one-time harvest of 24.21 million board feet of timber at Sherman Creek Wildlife Area in Ferry County in return for Perpetual Timber Rights held by Western Pacific Timber, LLC, on 23, 919 acres within Oak Creek Wildlife Area in Kittitas and Yakima Counties;
- Approval of Land Use Agreement with Washington State University, Jefferson County Conservation District, and Quilcene School District for a model shellfish farm at Quilcene in Jefferson County;
- Approval of a ground lease to Okanogan County Fire District #16 at Round Lake in Okanogan County in exchange for a storage and equipment bay for Department’s use;
- Authorize Department to secure a tenant through a bidding process and enter into a commercial lease of the unused hatchery site at Point Whitney in Jefferson County; and
- Acquisition of 520-acre Koopmans property, allowing the Koopmans to retain the manufactured home, in Grays Harbor County.
The motion carried unanimously.

ELK SPECIAL PERMITS - RULE BRIEFING:
Dave Ware briefed the Commission on proposed housekeeping changes to WAC 232-28-354, Special elk permit hunting seasons, which would change the number of elk tags available to permit holders from 6 to 7 in Game Management Unit 418. The Department requested that the public hearing and final action on proposed rules occur at the August 3-4, 2007, meeting in Anacortes.

Commissioner Solomon moved, seconded by Commissioner Perry, to have the public hearing and final action on the proposed rules occur at the August 3-4, 2007, meeting in Anacortes. The motion carried unanimously.
(Commissioner Chew was absent during discussion and vote on the motion.)

SPORTFISHING REGULATIONS PROCESS OVERVIEW:
Heather Bartlett briefed the Commission on the current process for establishing sportfishing regulations. Potential changes for the upcoming regulations cycle were also discussed.

A special meeting will be held August 2, 2007, in Anacortes allowing available Commissioners and staff to discuss the proposed sportfishing regulations for 2008-09.

GENERAL DISCUSSION:
Commissioners and Director Koenings discussed recent activities and items of interest, including items for the July 25-26, 2007, Commission Special Meeting/Work Session in Olympia.

Chair Gutzwiler adjourned the conference call at 10:30 a.m.
