Chair Pelly called the workshop to order at 9:10 a.m. ADVANCED HUNTER EDUCATION PROGRAM: Mik Mikitik provided an update on the Advanced Hunter Education Program. PROPOSED LAND TRANSACTIONS: Dan Budd presented the Department's recommendation of approval of numerous land transactions. Commissioner Cahill moved, seconded by Commissioner Tuck, to approve the following land transactions:
The motion carried unanimously. (Commissioners Lydig and McMullen were absent during discussion and vote on the motion.) 1999 BLACK BEAR SPECIAL PERMIT SEASON AND QUOTAS: Steve Pozzanghera briefed the Commission on the proposed 1999 black bear permit seasons and quotas. Commission consideration of adoption of the proposal will occur at the December 4-5 Commission meeting. FAMILY FISHING WATERS - BRIEFING: Keith Wolf briefed the Commission on the Department's intent to include in the 2000-2001 sport fish rule package a proposal to convert juvenile-only waters into family fishing waters or seek additional family fishing areas. HANFORD REACH STRANDING STUDY - BRIEFING: Paul Wagner briefed the Commission on stewardship and research activities in the Columbia/Snake River basin conducted under federal contracts relative to water management and hydroelectric project operations in the mid-Columbia. Commissioner Tuck suggested the Department provide the Commission in January or February with another update on the results of the study of stranding of fall chinook in the Hanford Reach. DELETERIOUS EXOTIC WILDLIFE--LISTING EUROPEAN Scott Smith briefed the Commission on a monitoring and control program for the European green crab and a rule proposal to add the green crab and Chinese mitten crab to the deleterious species listing. Commission consideration of adoption of the rule proposal will be delayed until the February 5-6, 1999 Commission meeting. SHELLFISH TRANSFER RESTRICTION - BRIEFING: Dick Burge briefed the Commission on a rule proposal to help prevent the introduction of the European green crab into other Washington waters via shellfish shipments. Commission consideration of adoption of the rule proposal will occur at the December 4-5 Commission meeting. During lunch, Commissioners met in Executive Session to review the performance of a public employee. OCEAN SPOT PRAWNS/OCEAN SHRIMP FISHERIES--
Morris Barker briefed the Commission on a plan to limit participation and establish basic fishery regulations for ocean spot prawns. Commission consideration of adoption of the rule proposals will occur at the December 4-5 Commission meeting. COASTAL DUNGENESS CRAB--AREA/TIME RESTRICTIONS - BRIEFING: Morris Barker briefed the Commission on a rule proposal to make permanent a depth restriction for the coastal crab fishing during July 1 through September 15 to provide increased protection for newly recruited softshell crab. Commission consideration of adoption of the rule proposal will occur at the December 4-5 Commission meeting. OVERVIEW OF INLAND FISHERIES INVESTIGATIONS UNIT - BRIEFING: Scott Bonar introduced the Commission to the Inland Fisheries Investigations Unit and the research issues with which it deals. RAD BIOMETRICS UNIT - BRIEFING: Annette Hoffmann and Peter Hahn introduced the Commission to the statistical concepts and functions of the Biometrics Unit. RECREATIONAL LICENSE AND LICENSE ISSUANCE RULE
Betty Buckley and Brian Edie briefed the Commission on recreational license and license issuance rule proposals related to simplified licensing and licensing automation. Commission consideration of adoption of the rule proposals will occur at the December 4-5 Commission meeting. STATEWIDE SALMON RECOVERY STRATEGY - UPDATE: Acting Director Peck, John Mankowski, and Steve Phelps provided a brief update on the Statewide Salmon Recovery Strategy. FINDINGS OF TKW REPORT: Acting Director Peck, Jim Lux, and Dave Brittell briefed the Commission on the findings of a consultant team's (Talbot, Korvola and Warwick) review of the Department's management practices and financial operations. Commissioner Cahill suggested the Department begin providing the Commission with workshop briefings on the administrative functions performed by the Department. APPROVAL OF MINUTES: Commissioner Roehl moved, seconded by Commissioner White, to approve the Minutes of the following:
The motion carried unanimously. MISCELLANEOUS AND WORKSHOP DEBRIEF: Commissioner White suggested the Department draft a letter for the Chair's signature to Idaho and Oregon urging them to participate in the upcoming meeting on aquatic nuisance species. Commissioner White moved, seconded by Commissioner Lydig, to request that the Department complete a feasibility study on mandatory bowhunter education for first-time bowhunters and present the results to the Commission at the January workshop. The motion carried unanimously. Chair Pelly requested the Department review Mr. De Paul's request to modify the season on Cady Lake (to a fly fishing only, catch and release, barbless hook lake, with a year round fishery) to determine if these changes can be included as part of the 1999-2000 sportfish rule proposals. Commissioner Roehl briefly explained the status of the Director search process. Commissioner Lydig moved, seconded by Commissioner Cahill, to add names to the interview pool for the position of Director for the Department. The motion carried unanimously. Chair Pelly adjourned the workshop at 3:54 p.m. Following the workshop, the Commission met in Executive Session to evaluate candidates for
the position of Director for the Department.
