1. BUDGET UPDATE: Department
staff will provide a status report on the Department's

2. PROPOSED LAND TRANSACTION: The Commission will consider approval of the acquisition
of one property together with a conservation easement. (Dan Budd) |

- Pierre Marchand, Ilwaco Fish Company: underutilized
harvestable species--mackerel, sardines, and

River Basin
- Bobbie Thorniley, Hunters' Heritage Council:
fish and wildlife management based on science
versus social concerns

3. 2000 NORTH OF FALCON POLICY -- BRIEFING: Department staff will provide an update on the
status of development of the 2000 North of Falcon

4. MODIFIED DELEGATION OF AUTHORITY
TO DIRECTOR FOR PERMANENT FISHERY RULE MAKING
FOR OCEAN WATERS INSIDE 3 MILES AND THE OUTER
STRAIT OF JUAN DE FUCA -- BRIEFING: Department
staff will brief the Commission on a proposal
to extend the delegation of authority currently
granted to the Director in the federal Exclusive
Economic Zone (EEZ) to include Washington marine
waters westerly of the Sekiu River mouth. This
modified delegation would further ensure that
rules passed by the State of Washington are consistent
with those passed by the Pacific Marine Fishery
Management Council and Department of Commerce
in the EEZ.* (Phil Anderson) |

5. REPORT TO LEGISLATURE ON PUGET SOUND
SHRIMP LIMITED ENTRY -- BRIEFING: Department
staff will provide the Commission with a brief
summary of highlights of the Department's recently
completed report to the legislature on Puget Sound
shrimp limited entry. (Jay Odell and Morris

6. STEELHEAD ESCAPEMENT GOALS -- BRIEFING: Department staff will brief the Commission on
how steelhead escapement goals are set. (Bob

DEEPENING PROJECT UPDATE: Department
staff will provide a status report on the Columbia

Commission will review and consider approval of
the Minutes of numerous Commission meetings, workshops,
and conference calls. |

Requests to the Department and consider future
requests. |

before or during the workshop but after the agenda

SPECIAL NOTES:
* This is for discussion purposes
only. Public input on and Commission consideration
of adoption of the final proposal will occur at the
February 4-5, 2000 Commission meeting in Anacortes.
Commission workshops are held to allow informal discussion
among Commissioners and Department staff. They are
open to all who wish to observe Commission activities.
Public input is generally not taken, except where
noted. Times indicated on the agenda are approximate;
the Commission may adjust the agenda to meet scheduling
needs. Feel free to contact Debbie Nelson, Commission

final agenda.
Directions and Access to Building: From I-5, take State Capitol exit (105). The exit
puts you on 14th Avenue. Go through the tunnel and
turn right onto Capitol Way. Turn right onto 11th
Avenue. Turn right onto Washington. Turn left into
the parking lot. Visitor parking is on the P-1 level
of the building.
Public access to the Building after 5:30
p.m. will be available only through the rotunda doors
located on the west end of the building. Contact Debbie Nelson by January 10 if assistance
for persons with disabilities is needed.
