FRIDAY, MARCH 17 - 9:00 a.m.

9:00 a.m. COMMISSIONERS' DISCUSSION: Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.
9:20 a.m. DIRECTOR'S REPORT: Director Koenings will review significant Department issues and activities.
9:55 a.m. 1. BUDGET UPDATE: Department staff will provide a status report on the Department's current biennial budget. (Jim Lux)
10:10 a.m. 2. FY1999 STATE AUDITOR'S OFFICE REVIEW: Staff from the State Auditor's Office will review the FY99 State Auditor's Report which will include a recap of findings and/or conclusions found during the most recent audit of the Department. (Steve McKerney, State Auditor's Office)
10:40 a.m. 3. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of the acquisition of three properties, one conservation easement, and one grant of road right of way. (Dan Budd)

11:10 a.m. 4. COLUMBIA AND LOWER WILLIAMETTE RIVER FEDERAL NAVIGATION CHANNEL DEEPENING PROJECT: Staff from the Corps of Engineers will brief the Commission on the Corps', Portland District, Columbia and Lower Williamette River Federal Navigation Channel Deepening Project and

discuss the Commission's project-related concerns. (Laura Hicks, Corps of Engineers, Portland District)

The Commission will consider adoption of a motion made at the February 2000 meeting and tabled until the March workshop that would emphasize the need to resolve resource issues prior to project approval.

2:00 p.m. 6. COASTAL DUNGENESS CRAB STATUS UPDATE -- BRIEFING: Department staff will brief the Commission on the status of the coastal Dungeness crab fishery and the Department's preferred alternative for even flow management.* (Phil Anderson)
2:15 p.m. INVITED INFORMAL DISCUSSION: The Commission will meet with Bobbie Thorniley from the Hunters' Heritage Council for an informal discussion on fish and wildlife management based on science versus social concerns.
2:30 p.m. 7. HUNTING EQUIPMENT RESTRICTIONS -- BRIEFING: Department staff will brief the Commission on proposed amendments to bow and arrow, muzzleloading, and firearm equipment.* (Mik Mikitik and Dave Ware)

PROTECTION/IMMUNITY FROM PROSECUTION -- BRIEFING: Department staff will brief the Commission on what protection/immunity from prosecution for criminal trespass is available to citizens who go on private property, observe fish and wildlife violations, and report those violations to the Department. 12:50 p.m. 16. REDUCED RATE COMBINATION TEMPORARY FISHING AND SHELLFISH LICENSE -- BRIEFING: Department staff will brief the Commission on a proposal to set by permanent rule the fee for a combination temporary fishing and shellfish license.* (Bruce Crawford)
1:00 p.m. 17. LICENSE RULE PROPOSALS TO IMPLEMENT AUTOMATED LICENSE SYSTEM -- BRIEFING: Department staff will brief the Commission on rule proposals for issuing licenses and tags and for dealers to remit payments to the Department using the automated license system.* (Bruce Crawford)
1:30 p.m. 18. REDUCING THE RECREATIONAL LICENSE TRANSACTION FEE -- BRIEFING: Department staff will brief the Commission on a rule proposal to reduce the recreational license transaction fee.* (Bruce Crawford)
1:50 p.m. 19. MARINE FISH RESTORATION UPDATE: Department staff will provide the Commission with an update on a draft marine fish restoration policy.* (Jack Tagart)
2:20 p.m. 20. APPROVAL OF MINUTES: The Commission will review and consider approval of the Minutes of numerous Commission meetings, workshops, and conference calls.
2:25 p.m. MISCELLANEOUS AND WORKSHOP DEBRIEF: The Commission will discuss items that arise immediately before or during the workshop but after the agenda is published.

SPECIAL NOTES:

* This is for discussion purposes only. Public input on and Commission consideration of adoption of the final rule proposal or policy will occur at the April 7-8, 2000 Commission meeting in Yakima.

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities. Public input is generally not taken. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs. Directions and Access to Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the building.

Public access to the Building on Saturday will be available only through the rotunda doors located on the west end of the building. Contact Debbie Nelson by March 13 if assistance for persons with disabilities is needed.
