SUPPLEMENTAL BUDGET:
Jim Lux briefed the Commission on the status of the
Department's supplemental budget.
BUYBACK OF COMMERCIAL SALMON LICENSES--DELEGATION
OF AUTHORITY:
Bruce Crawford presented the Department's recommendation
that the Commission delegate authority to the Director
to adopt rules to administer commercial license buyback
programs provided under state and/or federal appropriations.
Commissioners agreed that regulatory authority for
conducting the buyback of commercial licenses shall
remain with the Commission.
It was agreed by all that the Department will develop
rule proposals for conducting the buyback of coastal
commercial salmon licenses that include a random draw
as Phase 1 (in a manner similar to the 1998 buyback
program); Phase 2 would be a bid process on any money
left over from the draw. Public input on and Commission
consideration of adoption of the rule proposals will
occur at the August 11-12 Commission meeting in Tukwila.
Adoption of rules for the Puget Sound license buyback
will occur after federal buyback money has been appropriated.
RECENT ACTIVITIES AND ITEMS OF INTEREST:
The Commission will meet in Executive Session the evening
of June 8 to review the Director's accomplishments made
on the Performance Expectations of the Director for
the period of April 1999 through March 2000.
At the June 9-10 workshop, Department staff will brief
the Commission on the draft Youth Sport Fishing Program
Plan to enhance youth participation in fishing, and
the Commission will be asked to approve the basics concepts
of the Plan. Public input on and Commission consideration
of approval of the Plan will occur at the August 11-12
meeting.
An update on the status of the Conservation and Reinvestment
Act will be added to the June 9-10 workshop agenda. |
