(NOTE: On June 8, afternoon, available Commissioners will tour the National Marine Fisheries Service culture facility at Manchester to observe lingcod culture activities and other marine fish activities taking place at the facility. That evening the Commission will meet in Executive Session to review the Director's accomplishments made on the Performance Expectations of the Director for the period April 1999 through March 2000. The Executive Session is closed to the public.)

10:00 a.m. COMMISSIONERS' DISCUSSION: Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.
10:20 a.m. DIRECTOR'S REPORT: Director Koenings will review significant Department issues and activities.
10:40 a.m. 1. CONSERVATION AND REINVESTMENT ACT UPDATE: Department staff will present an update on the status of the Conservation and Reinvestment Act (CARA). (Director Koenings)
10:55 a.m. 2. BUDGET UPDATE: Department staff will provide status reports on the following:
  • Department's current biennial budget
  • Capital budget process for the 2001-03 biennium request.

STRATEGIC BUSINESS PLANNING PROCESS --- BRIEFING: Department staff will brief the Commission on the Department's progress on the strategic plan and balanced scorecard, which have been identified as essential first steps in the development of the Department's 2001-03 biennial budget. 1:00 p.m. 4. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of numerous proposed land transactions. (Dan Budd)
1:15 p.m. 5. UPDATE ON RULE AND CRITERIA DEVELOPMENT FOR COUGAR HUNTING WITH THE AID OF DOGS: Department staff will present a time line for the rule and criteria development of using dogs to hunt cougar for safety reasons. (John Broome and Donny Martorello)
2:00 p.m. 6. ALTERNATIVE METHODS FOR ADOPTION OF HUNTING SEASONS AND QUOTAS: The Commission will provide further instruction to the Department on whether to develop policies for delegation of specific hunting season authority. (Dave Ware)

3:00 p.m. 7. HATCHERY EVALUATION -- BRIEFING: Department staff will update the Commission on the progress to date of evaluating hatchery production for compliance with the Endangered Species Act and the Wild Salmonid Policy. (Mark Kimbel)
3:30 p.m. 8. DOGFISH UPDATE -- BRIEFING: Department staff will brief the Commission on the 2000 decision process for management of the dogfish fishery. (Greg Bargmann)
3:50 p.m. 9. COMMERCIAL BOTTOMFISH GEAR RULES -- BRIEFING: Department staff will brief the Commission on a rule proposal to close inshore bottomfish trawling from zero to three miles offshore in waters west of the Sekiu River.* (Morris Barker)
4:10 p.m. 10. 2000-2002 SCALLOP TRAWL LICENSE DESIGNATION -- BRIEFING: Department staff will brief the Commission on a proposed license designation change for the scallop trawl fishery.* (Morris Barker)
4:20 p.m. 11. COASTAL SPOT SHRIMP FISHERY REGULATION CHANGES -- BRIEFING: Department staff will brief the Commission on proposed housekeeping, catch quota, and season changes for the coastal spot shrimp fishery.* (Morris Barker)
4:35 p.m. 12. CONSERVATION AREAS AND MARINE PRESERVES -- BRIEFING: In preparation for final rule adoption, Department staff will brief the Commission on the outreach conducted and public comments received since the boundaries of the marine preserves were adopted.* (Mary Lou Mills)

5:00 p.m. 13. BALLAST WATER LEGISLATION/RULES -- BRIEFING: Department staff will brief the Commission on the Department's role in implementing Substitute House Bill 2466. This bill will reduce the risk of introducing new destructive nonindigenous species from ballast water.* (Scott Smith)
5:20 p.m. 14. REPEAL OF STEELHEAD GUIDE REPORT REQUIREMENT: The Commission will consider repeal of WAC 232-12-161, Fishing Guide Reports, to eliminate an outdated and unnecessary reporting requirement. (Bob Gibbons)

10:15 a.m. 16. REVISED POLICY GUIDELINES FOR PACIFIC FISHERY MANAGEMENT COUNCIL REPRESENTATION -- BRIEFING: Department staff will brief the Commission on recommended modifications to the Policy Guidelines for Pacific Fishery Management Council Representation.* (Phil Anderson)
10:40 a.m. 17. MARINE FISH CULTURE POLICY -- BRIEFING: Department staff will brief the Commission on the proposed Marine Fish Culture Policy and the procedures for implementing that policy.* (Phil Anderson and Jack Tagart)

PUGET SOUND COMMERCIAL SHRIMP RULE CHANGES -- BRIEFING: Department staff will brief the Commission on proposed house-keeping changes to the Puget Sound commercial shrimp rules to complete the first phase of transition from emerging commercial fisheries management to a limited entry; and one change to Gulf of Georgia shrimp trawl seasons.* (Jay Odell)
11:55 p.m. 19. PUGET SOUND COMMERCIAL DUNGENESS CRAB RULE CHANGES -- BRIEFING: Department staff will brief the Commission on proposed amendments to current Puget Sound commercial Dungeness crab rules regarding closed areas, seasons, and pot limits.* (Jay Odell)
12:20 p.m. 20. PUGET SOUND CRUSTACEAN MANAGEMENT REGIONS -- BRIEFING: Department staff will brief the Commission on rule proposals to remove the descriptions for crustacean management regions from the Puget Sound commercial shrimp rules and add them to Chapter 220-20, General Provisions, with other general boundary descriptions.* (Jay Odell)
1:00 p.m. 21. SHELLFISH HARVEST LOGBOOK AMENDMENTS -- BRIEFING: Department staff will brief the Commission on proposed amendments to current rules regarding Puget Sound commercial shrimp pot fishery reporting requirements.* (Jay Odell)

1:15 p.m. 22. FINAL REPORT ON REGION 4 CRAB FEASIBILITY STUDY: Department staff will present the final report on the feasibility of conducting crab abundance surveys in Crustacean Management Region 4. (Dick Burge and Jennifer Cahalan)
2:00 p.m. 23. APPROVAL OF MINUTES: The Commission will review and consider approval of the Minutes of numerous Commission meetings, workshops, and conference calls.
2:05 p.m. 24. COMMISSION REQUESTS TO THE DEPARTMENT: The Commission will review the Summary of Commission Requests to the Department and consider future requests. The Commission will also consider adoption of a motion made at the April 7-8, 2000 meeting and tabled until the June workshop that would request the Department determine whether the common loon should be listed as threatened.
2:30 p.m. 25. BUYBACK OF COASTAL COMMERCIAL LICENSES -- BRIEFING: Department staff will brief the Commission on rule proposals for conducting the buyback of coastal commercial licenses.* (Bruce Crawford)
3:00 p.m. MISCELLANEOUS AND WORKSHOP DEBRIEF: The Commission will discuss items that arise immediately before or during the workshop but after the agenda is published.

* This is for discussion purposes only. Public input on and Commission consideration of adoption of the final rule proposal or policy will occur at the August 11-12, 2000 Commission meeting in Tukwila.

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities. Public input is generally not taken. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs.
