FRIDAY, OCTOBER 6 - 10:00 a.m.

10:00 a.m. COMMISSIONERS' DISCUSSION: Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.
10:15 a.m. DIRECTOR'S REPORT: Director Koenings will review significant Department issues and activities.
10:40 a.m. 1. BUDGET UPDATE: Department staff will provide a status report on the Department's current biennial budget. (Jim Lux)
10:55 a.m. 2. ESA COMPLIANCE AND HPA PROGRAM PROJECT -- STATUS REPORT: Department staff will provide a status report on the HPA ESA Compliance Project and an explanation of legal gold panning activities. (Greg Hueckel, Gayle Kreitman, and Pat Chapman)
11:40 a.m. 3. CHERRY POINT HERRING -- BRIEFING: Department staff will provide a briefing on the status of Cherry Point herring stocks. (Greg Bargmann)

1:00 p.m. 4. COUGAR REMOVAL WITH THE AID OF DOGS: The Commission will consider adoption of a permanent amendment to WAC 232-28-272, 2000-2001, 2001-2002 and 2002-2003 Black Bear and Cougar Hunting Seasons and Regulations. This amendment would establish criteria which allow the use of hounds to remove cougars, identify removal rate, establish participation and reporting requirements, and establish the dates for the 2000-2001 public safety cougar removals. (NOTE: Public input on the proposed rule amendment was accepted at the September 16, 2000 Commission meeting; no additional public input will be accepted at this workshop.) 3:15 p.m. 5. 2001 NORTH OF FALCON STATUS UPDATE: Department staff will brief the Commission on the proposed process for development and Commission adoption of the 2001 North of Falcon Policy. (Phil Anderson and Pat Pattillo)

COLUMBIA RIVER SMELT (EULACHON) POLICY AND MANAGEMENT PLAN -- BRIEFING: Department staff will brief the Commission on the development of a policy and management plan goals for maintaining healthy populations of Columbia River smelt while assuring the integrity of the ecosystem and habitat upon which the smelt depend.* (Bill Tweit)

4:45 p.m. INVITED INFORMAL DISCUSSION: The Commission will meet with Brad Wood from the Washington Falconers Association for an informal discussion on delisting of the state endangered peregrine falcon.

9:45 a.m. 7. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of numerous proposed land transactions. (Dan Budd)
10:05 a.m. 8. WASHINGTON WILDLIFE AND RECREATION PROGRAM -- BRIEFING: Department staff and a representative from the Washington Wildlife and Recreation Coalition will brief the Commission on Washington Wildlife and Recreation Program grant activities. (Elyse Kane)

11:20 a.m. 9. FOREST MANAGEMENT ON DEPARTMENT LANDS -- BRIEFING: Department staff will brief the Commission on forest management on Department lands. (Chuck McComb)

12:50 p.m. 10. WARMWATER FISH ENHANCEMENT/PRODUCTION PROGRAM -- BRIEFING: Department staff will brief the Commission on the Warmwater Fish Enhancement/Production Program. (Steve Jackson)
1:20 p.m. 11. QUALITY TROUT STREAMS -- BRIEFING: In response to a Commission request, Department staff will identify potential streams that could provide additional quality trout fishing opportunities. (Bob Gibbons)
1:50 p.m. 12. RECREATIONAL STATEWIDE WILD STEELHEAD "NO HARVEST" POLICY -- BRIEFING: This Department staff briefing is in response to a Commission request to evaluate the impacts of a recreational "no harvest" policy on wild steelhead. (Bob Gibbons)
3:20 p.m. 13. APPROVAL OF MINUTES: The Commission will review and consider approval of the Minutes of numerous Commission workshops and conference calls.
3:25p.m. MISCELLANEOUS AND WORKSHOP DEBRIEF: The Commission will discuss items that arise immediately before or during the workshop but after the agenda is published.
3:45 p.m. ADJOURN

(NOTE: Following the workshop, the Commission will meet in Executive Session to review the performance of a public employee. The Executive Session is closed to the public.)

SPECIAL NOTES:

* This is for discussion purposes only. Public input on and Commission consideration of adoption of the final proposed policy will occur at the December 8-9, 2000 Commission meeting in Tukwila.

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities, except the Executive Sessions are closed to the public. Public input is generally not taken. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs. Directions and Access to the Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the building. Public access to the Building on Saturday will be available only through the rotunda doors located on the west end of the building.
