FRIDAY, NOVEMBER 3 - 1:00 p.m.

1:00 p.m. COMMISSIONERS' DISCUSSION: Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.
1:15 p.m. DIRECTOR'S REPORT: Director Koenings will review significant Department issues and activities.
1:40 p.m. 1. BUDGET UPDATE: Department staff will provide a status report on the Department's current biennial budget. (Jim Lux)
1:55 p.m. 2. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of numerous proposed land transactions. (Dan Budd)
2:10 p.m. 3. HERRING PURSE SEINE CLOSURE -- BRIEFING: Department staff will brief the Commission on a proposal to close the herring purse seine fishery.* (Greg Bargmann)
2:20 p.m. 4. COMMERCIAL OCTOPUS FISHERY -- BRIEFING: Department staff will brief the Commission on a proposal to close the octopus pot fishery.* (Morris Barker)
2:30 p.m. 5. SHELLFISH AQUACULTURE REPEAL -- BRIEFING: Department staff will brief the Commission on a proposal to repeal the paralytic shellfish poisoning seasonal harvest closure. The Department of Health has developed a shellfish monitoring program to be used instead of the seasonal closure.* (Morris Barker)

2:55 p.m. 6. BOTTOMFISH TRAWL -- BRIEFING: Department staff will brief the Commission on a proposal to restrict trawl fishing in all coastal state waters and Area 29 to provide protection to inshore rockfish stocks.* (Morris Barker)

WATERSHED PLANNING ACT -- BRIEFING: Department of Ecology staff will brief the Commission on the 1998 Watershed Planning Act, to include what the law calls for, status of watershed planning, issues facing planning groups, and connections between this process and the Department of Fish and Wildlife/Lead Entity process. 8:30 a.m. 8. SELECTIVE FISHERY TECHNIQUES -- BRIEFING: Department staff will brief the Commission on new commercial selective fishing techniques which permit release of non-target species. (Geraldine Vander Haegen)
9:00 a.m. 9. ARTIFICIAL PRODUCTION BENEFIT-RISK ASSESSMENT PROCEDURE -- BRIEFING: Department staff will brief the Commission on the Benefit-Risk Assessment Procedure which provides a consistent method for evaluating hatcheries and cooperative projects. (Jim Scott)
9:30 a.m. 10. ECONOMIC IMPACTS OF FEE STRUCTURE FOR TWO-CONSECUTIVE DAY SHORT TERM FISHING LICENSES -- BRIEFING: Department staff will brief the Commission on the economic impacts of the fee structure for two-consecutive day short term fishing licenses. (Bruce Crawford)
9:50 a.m. 11. WASHINGTON INTERACTIVE LICENSING DATABASE (WILD) SYSTEM -- UPDATE: Department staff will provide the Commission with a status report on the WILD system. (Bruce Crawford)

10:25 a.m. 12. SUMMARY OF 2000 TRIAL PURSE SEINE FISHERY FOR SARDINES -- BRIEFING: Department staff will present a summary of the 2000 trial purse seine fishery for sardines. (Phil Anderson and Michele Robinson)
10:55 a.m. 13. PACIFIC GROUNDFISH FISHERY STRATEGIC PLAN -- BRIEFING: Department staff will brief the Commission on the Pacific Groundfish Fishery Strategic Plan which will provide guidance for groundfish management in 2001 and beyond. (Phil Anderson)
11:25 a.m. 14. TRIBAL HUNTING CEDED AREAS -- BRIEFING: Department staff will brief the Commission on the process used to agree on the ceded area boundaries for tribal hunting. (Phil Anderson and Jeff Tayer)
12:00 noon 15. APPROVAL OF MINUTES: The Commission will review and consider approval of the Minutes of numerous Commission meetings, workshops, and conference calls.
12:05 p.m. MISCELLANEOUS AND WORKSHOP DEBRIEF: The Commission will discuss items that arise immediately before or during the workshop but after the agenda is published.

SPECIAL NOTES:

* This is for discussion purposes only. Public input on and Commission consideration of adoption of the final rule proposal(s) will occur at the December 8-9, 2000 Commission meeting in Tukwila.

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities. Public input is generally not taken. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs. Directions and Access to the Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the building. Public access to the Building on Saturday will be available only through the rotunda doors located on the west end of the building.
