12:30 p.m. COMMISSIONERS' DISCUSSION: Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.
12:45 p.m. DIRECTOR'S REPORT: Director Koenings will review significant Department issues and activities.
1:10 p.m. 1. BUDGET UPDATE: Department staff will provide a status report on the Department's current biennial budget. (Jim Lux)
1:25 p.m. 2. FY2000 STATE AUDITOR'S OFFICE REVIEW: Staff from the State Auditor's Office will review the FY2000 State Auditor's Report which will include a recap of findings and/or conclusions found during the most recent audit of the Department. (Steve McKerney and Joanne McInelly, State Auditor's Office)
1:55 p.m. 3. MASS MARKING AND SELECTIVE FISHERIES -- STATUS REVIEW: Department staff will brief the Commission regarding concerns about mass marking and the viability of the coded-wire tag program. (Lee Blankenship)

2:35 p.m. 4. STRAIT OF GEORGIA TRAWL SEASON HOUSEKEEPING RULE CHANGE -- BRIEFING: Department staff will brief the Commission on a proposal to clarify the season language/structure of the trawl fishery in the northern area of Puget Sound based on Pacific cod quotas.* (Morris Barker)
2:45 p.m. 5. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of numerous proposed land transactions. (Dan Budd)
3:10 p.m. 6. SEA OTTER AND LYNX RECOVERY PLANS--BALD EAGLE AND PEREGRINE FALCON STATUS REVIEWS -- BRIEFING: Department staff will brief the Commission on sea otter and lynx recovery plans and bald eagle and peregrine falcon status reviews. (Harriet Allen)
3:50 p.m. 7. ALLOCATION OF ANTLERLESS DEER HUNTING OPPORTUNITIES: The Commission will receive a briefing and provide policy direction to the Department regarding future allocation of antlerless mule deer hunting opportunity. (Dave Ware)
4:20 p.m. 8. MANDATORY REPORT OF HUNTING ACTIVITY -- BRIEFING: Department staff will brief the Commission on a proposal to require deer, elk, black bear, and turkey hunters to report their hunting activity each year.* (Dave Ware)

PROPOSED RULES FOR PURCHASING PUGET SOUND SALMON LICENSES AFFECTED BY THE PACIFIC SALMON TREATY -- BRIEFING: Department staff will brief the Commission on the 2001 Economic Adjustment Assistance Program and those rules requiring modification for implementation of the Program.* (Bruce Crawford)
10:45 a.m. 10. WASHINGTON INTERACTIVE LICENSING DATABASE (WILD) SYSTEM -- UPDATE: Department staff will provide the Commission with status report on the WILD system. (Bruce Crawford)

11:10 a.m. INVITED INFORMAL DISCUSSION: The Commission will meet with Jim Walls, from the Columbia-Pacific Resource Conservation and Development District, for an informal discussion on new forestry management for wildlife.
11:30 a.m. 11. COMMISSION REQUESTS TO THE DEPARTMENT: The Commission will review the Summary of Commission Requests to the Department and consider future requests.
12:00 noon 12. APPROVAL OF MINUTES: The Commission will review and consider approval of the Minutes of numerous Commission meetings, workshops, and conference calls.
12:05 p.m. MISCELLANEOUS AND WORKSHOP DEBRIEF: The Commission will discuss items that arise immediately before or during the workshop but after the agenda is published.
12:15 p.m. ADJOURN

SPECIAL NOTES:

* This is for discussion purposes only. Public input on and Commission consideration of adoption of the final rule proposal will occur at the April 6-7, 2001 Commission meeting in Spokane.

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities. Public input is generally not taken. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs. Directions and Access to Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the Building. Public access to the Building on Saturday will be available only through the rotunda doors located on the west end of the building.
