FRIDAY, JUNE 8, 10:00 a.m.

10:00 a.m. COMMISSIONERS' DISCUSSION: Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.
10:15 a.m. DIRECTOR'S REPORT: Director Koenings will review significant Department issues and activities.
10:40 a.m. 1. BUDGET UPDATE: Department staff will provide a status report on the Department's current biennial budget. (Jim Lux)
10:50 a.m. 2. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of numerous proposed land transactions. (Dan Budd)
11:05 a.m. 3. INCREASING RETURNS OF CATCH RECORD CARDS - - BRIEFING: Department staff will brief the Commission regarding the issues and ways in which better compliance may be obtained. (Morris Barker)
11:20 a.m. 4. BALLAST WATER REPORTING REQUIREMENTS AND DISCHARGE STANDARDS -- BRIEFING: Department staff will brief the Commission on the development of regulations for reporting requirements, protocols for verifying open ocean ballast water exchange, and standards for discharge of treated ballast water. (Scott Smith)
11:50 a.m. - 1:00 p.m. LUNCH BREAK (During lunch, the Commission will meet in Executive Session in the Director's Conference Room to discuss current and/or potential litigation. The Executive Session is closed to the public.)
1:00 p.m. 5. EYES IN THE WOODS ASSOCIATION PARTNERSHIP -- BRIEFING: Ray Crisp, Executive Vice President of the Eyes in the Woods Association, will give a brief overview of the volunteer non-profit association, its vision, mission, organization, projects and activities benefitting the natural resources of the state, and partnerships with the Department.
1:20 p.m. 6. OUTREACH AND EDUCATION ACTIVITIES -- BRIEFING:
1:20 p.m. A. LEAP and Outreach and Education: Department staff will brief the Commission on the organization of the Legislative and External Affairs Program and provide a summary of Outreach and Education activities and responsibilities. (Tim Smith)
1:35 p.m. B. Marketing Initiatives: Department staff will review new initiatives, including Marketing and Interpretation Group, WILD, Eyes in the Woods, and "Go Play Outside" outdoor recreational marketing. (Mike Kuttel)
1:55 p.m. C. Environmental Education: Department staff will review environmental education activities, including Project WILD, NatureMapping, Wild-Wise, and Classroom Curriculum. (Margaret Tudor and Frank hein, Woodland Park Zoo)
2:25 p.m. D. Angler Education: Department staff will review angler education activities, including Recreational Boating and Fishing Foundation, Youth Sportfishing Initiative, and Washington Outdoor Women. (Jim Byrd)

OVERVIEW OF PUBLIC AFFAIRS OFFICE: Department staff will provide the Commission with an overview of Public Affairs Office activities, to include present staffing levels, chief responsibilities and goals, strategies and tools used/or developed to meet these responsibilities and goals, accomplishments, and future goals. 3:30 p.m. 8. WILDLIFE-HABITAT RELATIONSHIPS IN OREGON AND WASHINGTON -- BRIEFING: Department staff will brief the Commission on the completed project "Wildlife-Habitat Relationships in Oregon and Washington>" (David Johnson)
3:55 p.m. 9. DROUGHT COORDINATION AND CONTINGENCY PLANNING -- BRIEFING: Department staff will brief the Commission on Department activities and actions to address drought risks and liabilities, identify actions that can be taken, and coordinate across programs to ensure an efficient response to drought is taken. 4:50 p.m. 10. TRIBAL HUNTING -- BRIEFING Department staff will brief the Commission on tribal hunting issues, including herd plans, geographic scope of the right to hunt, and enforcement issues. (Jeff Tayer, Dave Ware and Bruce Bjork)
5:50 p.m. 11. COMMISSION REQUESTS TO THE DEPARTMENT: The Commission will review the Summary of Commission Requests to the Department and consider future requests.
6:05 p.m. MISCELLANEOUS AND WORKSHOP DEBRIEF: The Commission will discuss items that arise immediately before or during the workshop but after the agenda is published.
6:15 p.m. ADJOURN

SPECIAL NOTES:

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities. Public input is generally not taken. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs. Directions and Access to Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the Building. Public access to the Building after 5:30 p.m. will be available only through the rotunda doors located on the west end of the building.
