10:40 a.m. 1. OUTREACH AND EDUCATION ACTIVITIES -- BRIEFING: Department staff will provide the Commission with a broad overview of Outreach and Education activities and new initiatives. (Tim Smith)
10:05 a.m.    A. Initiatives Update: Department staff will review new initiatives, including Youth Fishing, Marketing and Interpretation Group, and "Go Play Outside" outdoor recreational marketing. (Mike Kuttel)
10:20 a.m.    B. Fairs, Events, and Outreach/Education Products: Department staff will review fair and event activities and "Go Play Outside" product updates. (Bonnie Long)
10:40 a.m.    C. Hunter Education and Advanced Hunter Education: Department staff will provide an overview of the Hunter Education and Advanced Hunter Education programs and services offered. (Mik Mikitik)

2:00 p.m. 2. BUDGET UPDATE: Department staff will provide a status report on the Department's current biennial budget. (Jim Lux)
2:10 p.m. 3. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of numerous proposed land transactions. (Dan Budd)
2:20 p.m. 4. COLUMBIA RIVER SPRING CHINOOK NON-TREATY HARVEST POLICY -- BRIEFING: Department staff will brief the Commission on a possible policy adoption request regarding the Columbia River spring chinook non-treaty harvest issue. (Bill Tweit and Cindy LeFleur)

3:15 p.m. 5. WEST COAST GROUNDFISH MANAGEMENT -- BRIEFING: Department staff will brief the Commission on the challenges associated with West Coast groundfish management and the involvement of the Pacific Fishery Management Council in the management process. (Brian Culver and Michele Robinson)
4:00 p.m. 6. VIABLE SALMON EGGS -- BRIEFING: Department staff will brief the Commission on ESHB 1286 (viable salmon eggs) which requires the Commission to establish rules on hatchery salmon rearing, release, and spawning. (Lew Atkins, Tim Smith)
4:20 p.m. 7. QUALITY TROUT PROGRAM -- BRIEFING: Department staff will brief the Commission on a variety of approaches to promote and profile quality trout opportunities, and provide the preferred approach for the 2002-2003 season. (Jim Uehara)
4:50 p.m. 8. REVISED PLAN FOR THE USE OF ROTENONE -- BRIEFING: Department staff will update the Commission on progress to create a revised plan for use of rotenone in fish management. (Bob Gibbons)

ELK RISK ASSESSMENT PANEL -- PROGRESS REPORT: Department staff and Elk Assessment Panel members will brief the Commission on the progress of the Elk Risk Assessment Panel--a group of external elk experts contracted to evaluate options and strategies for managing elk. 1:15 p.m. 10. COOPERATIVE COMPLIANCE PROGRAM FOR ESA SCREENING AND PASSAGE -- UPDATE: Department staff will brief the Commission on the cooperative compliance approach used by the Department and how this process will be used in additional water basins throughout the state to assist landowners in meeting statutory requirements. Dr. Lovrich and Dr. Weber from WSU will present additional information on community policies and the use of survey tools to measure results. (Mike Bireley, Dr. Lovrich, and Dr. Weber)
3:15 p.m. MISCELLANEOUS AND WORKSHOP DEBRIEF: The Commission will discuss items that arise immediately before or during the workshop but after the agenda is published.
3:30 p.m. ADJOURN

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities. Public input is generally not taken. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs. Directions and Access to Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left in the parking lot. Visitor parking is on the P-1 level of the Building. Public access to the Building after 5:30 p.m. on Friday and on Saturday will be available only through the rotunda doors located on the west end of the building.
