1:00 p.m. COMMISSIONERS' DISCUSSION: Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.
1:20 p.m. DIRECTOR'S REPORT: Director Koenings will review significant Department issues and activities.
1:45 p.m. 1. COWLITZ TRIBAL BRIEFING: John Barnett, Stephen Dow Beckham, and Dennis Whittlesey from the Cowlitz Indian Tribe will brief the Commission on the interests of the Tribe as they relate to the proposed Medicine Creek Treaty Area.
2:25 a.m. 2. BUDGET UPDATE: Department staff will provide a status report on the Department's current biennial budget. (Jim Lux)
2:35 p.m. 3. PROPOSED LAND TRANSACTIONS: The Commission will consider approval of numerous proposed land transactions. (Dan Budd)

3:00 p.m. 4. COMMERCIAL CARP RULES -- BRIEFING: Department staff will brief the Commission on rule proposals to effectively manage the commercial carp fishery statewide.* (Steve Jackson)
3:10 p.m. 5. RULE DEVELOPMENT TO IMPLEMENT SECOND SUBSTITUTE HOUSE BILL 1499 -- UPDATE: Department staff will present an update of rule negotiations for SSHB 1499 for marine fin fish aquaculture prior to submission to the 2002 Legislature. (Andy Appleby)
3:25 p.m. 6. IMPLEMENTATION OF SENATE BILL 5531, PUGET SOUND SHRIMP LICENSES -- BRIEFING: Department staff will brief the Commission on the implementation of SB 5531 which modifies the provisions for alternate operators and provides license stacking on shrimp pot vessels.* (Morris Barker)
3:35 p.m. 7. SEA URCHIN/SEA CUCUMBER LICENSE REDUCTION RULES -- BRIEFING: Department staff will brief the Commission on proposed license reduction rules for the commercial sea urchin and sea cucumber fisheries.* (Morris Barker)
3:50 p.m. 8. CATCH RECORD CARD COMPLIANCE -- BRIEFING: Department staff will discuss short- and long-term issues for compliance and return rates for catch record cards. (Morris Barker and Mike Cenci)
4:10 p.m. 9. ENFORCING SELECTIVE SALMON RULES AND OVERVIEW OF STATEWIDE MARINE UNIT -- BRIEFING: Department staff will brief the Commission on the Department's efforts to obtain compliance with state law related to selective salmon fishing in coastal and Puget Sound waters and provide an overview of the newly formulated Statewide Marine Unit. 9:45 a.m. 10. 2002 COMMISSION MEETINGS AND WORKSHOPS: The Commission will select dates and locations for its 2002 meetings and workshops.
10:00 a.m. 11. COLUMBIA RIVER SPRING CHINOOK NON-TREATY HARVEST POLICY -- BRIEFING: Department staff will brief the Commission on a draft policy regarding the Columbia River spring chinook non-treaty harvest issue.* (Cindy LeFleur)
10:30 a.m. 12. CONVERSION OF OCEAN SPOT SHRIMP TRAWL PERMITS TO POT LIMITS -- BRIEFING: Department staff will brief the Commission on possible rule changes needed to convert ocean spot shrimp trawl permits to ocean spot shrimp pot permits.* (Lisa Veneroso)
11:00 a.m. INVITED INFORMAL DISCUSSION: The Commission will meet with Dave Billingsley, a grazing cooperator from Palisades, for an informal discussion on the Coordinated Resource Management Program.
11:20 a.m. 13. APPROVAL OF MINUTES: The Commission will review and consider approval of the Minutes of numerous Commission meetings, workshops, and conference calls.
11:25 a.m. 14. COMMISSION REQUESTS TO THE DEPARTMENT: The Commission will review the Summary of Commission Requests to the Department and consider future requests.
11:40 a.m. LUNCH BREAK
12:00 noon 15. REGIONAL FISHERIES ENHANCEMENT GROUP (RFEG) PROGRAM -- BRIEFING: Department staff and RFEG Program participants will brief the Commission on the role of the Program, accomplishments of the 14 individual groups, and the relationship between the RFEG Program and the Department. (Tim Smith and Terry Wright)
1:10 p.m. 16. APPROVAL OF DEPARTMENT'S PROPOSED GENERAL FUND-STATE EXPENDITURE REDUCTIONS AND REVENUE OPTIONS: The Commission will consider approval of the Department's proposed 2001-03 operating budget reductions (General Fund - State) and revenue-generating package. (Jim Lux)

* This is for discussion purposes only. Public input on and Commission consideration of adoption of the final rule proposal or policy will occur at the December 7-8, 2001 Commission meeting in Vancouver.

Commission workshops are held to allow informal discussion among Commissioners and Department staff. They are open to all who wish to observe Commission activities. Public input is generally not taken, except where noted. Times indicated on the agenda are approximate; the Commission may adjust the agenda to meet scheduling needs. Directions and Access to Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the Building. Public access to the Building after 5:30 p.m. and on Saturday will be available only through the rotunda doors located on the west end of the building.
