PETITIONS TO REPEAL WAC 232-12-253 - ROB KAVANAUGH AND YAKAMA NATION::

Commissioner Tuck recused himself from any discussion or decision because of his long-standing professional relationship with the Yakama Nation.

Commissioner Roehl moved, seconded by Commission Shiosaki, to initiate rule-making regarding the two petitions that have been received regarding the existing rule, WAC 232-12-253, Tribal Hunting--Medicine Creek Treaty Hunters. The motion to initiate rule-making carried unanimously. (Commissioner Tuck recused.)

2002 TRIPLOID TROUT STOCKING LIST:

Commissioner Roehl moved, seconded by Commissioner Tuck, to approve the 2002 triploid trout stocking list. The motion to approve the triploid stocking list carried unanimously.

Commissioner Shiosaki moved, seconded by Commissioner Ozment, to approve the Minutes of the following:
- December 7-8, 2001 Commission meeting;
- January 3, 2002 Commission conference call;
- January 11, 2002 Commission conference call;
- January 17, 2002 Commission conference call;
- January 25, 2002 Commission conference call;
- February 1, 2002 Commission conference call;
- February 7, 2002 Commission conference call; and
- February 15, 2002 Commission conference call.

The motion to approve the Minutes carried unanimously.

RECENT ACTIVITIES:

Commissioners, Director Koenings, and Deputy Director Peck discussed recent activities and items of interest.

To reduce travel costs, Chair Cahill cancelled the March 8-9, 2002 Commission workshop and moved those agenda items to the March 25, 2002 Commission meeting. Also on the agenda will be consideration of adoption of the rules continued from the February 8-9, 2002 Commission meeting.

Marine Area 7 Spot Shrimp Allocation -- Briefing:
Lisa Veneroso briefed the Commission on the Marine Area 7 spot shrimp fishery. The policy for Crustacean Management Region 1 (within Marine Area 7) indicated the need to provide for stable and economically viable commercial shrimp fisheries, and to maintain a quality recreational fishery through the use of exclusive use areas where needed. Because the Commission's policy did not specify quantitative allocation guidance in Marine Area 7, the Department sought to establish planning parameters for fisheries that would meet the policy's stated objectives for 2002 while intending to bring the overall policy back to the Commission prior to 2003 for comprehensive review and potential modification.

Chair Cahill expressed concern that since the policy needs to be more detailed with a new allocation, the public needs to be involved. His concerns were that if this thing grows as quickly as it is growing under the current policy, doesn't that de facto just make a new policy without the public being involved.

Department's Supplemental Budget -- Briefing:
Department staff provided an update on the Department's supplemental budget.
