THURSDAY, AUGUST 22:

Chair Cahill called the meeting to order at 8:12 a.m.

OPEN PUBLIC INPUT:
No oral testimony on issues of concern was received during this portion of the meeting.

PROPOSED LAND TRANSACTIONS:
Dan Budd presented numerous land transactions for Commission consideration of approval.

Commissioner Van Gytenbeek moved, seconded by Commissioner Tuck, to approve the following land transactions:

The motion to approve the land transactions carried unanimously.

ADOPTION OF CLASSIFYING AND CONTROLLING AQUATIC NUISANCE SPECIES RULES:
Scott Smith and Evan Jacoby presented the following rule proposals and permanent amendment which would establish a screening and classification system to control aquatic nuisance species:

No oral testimony on the rule proposals and permanent amendment was received during this portion of the meeting.

Commissioner Roehl moved, seconded by Commissioner Van Gytenbeek, to adopt the rule proposals and permanent amendment to the following:

The motion to adopt the rules and permanent amendment carried unanimously.

LAND OWNERSHIP REVIEW -- UPDATE:
Commissioner Tuck provided an update on the Land Ownership Review process.

Department staff will have the Department of Natural Resources brief the Commission on DNR's efforts to consolidate and streamline asset management of trust lands at the November 15-16, 2002 workshop.

CHRONIC WASTING DISEASE IN DEER AND ELK -- BRIEFING:
Jerry Nelson briefed the Commission on chronic wasting disease in deer and elk.

COLUMBIA RIVER SPRING CHINOOK COMMERCIAL SELECTIVE FISHERY:
Bill Tweit and Cindy LeFleur presented a recommendation for appropriate gill net size for the 2003 commercial spring chinook selective fishery.

Three individuals provided oral testimony on the recommendation during the meeting.

Commissioner Van Gytenbeek moved, seconded by Commissioner Shiosaki, to suggest to the Director that the selective net size range be 3-1/2" to 4-1/4".

Commissioner Roehl moved, seconded by Commissioner Ozment, to amend the motion to have the net size range be 3-1/2" to 4-1/2". The motion to amend the motion carried unanimously.

The motion to adopt the motion, as amended, carried unanimously.

DEPARTMENT 2003-05 OPERATING AND CAPITAL BUDGETS AND 2003 SUPPLEMENTAL BUDGET REQUEST:
Jim Lux and Harvey Childs presented the Department's proposed 2003-05 Operating and Capital Budgets and 2003 Supplemental Budget Request.

No individuals provided oral testimony on the proposed Operating, Capital, and Supplemental Budget Requests.

Commissioner Van Gytenbeek moved, seconded by Commissioner Shiosaki, to approve the Department's proposed 2003-05 Operating Budget Request for submission to the Office of Financial Management.

Commissioner White moved, seconded by Commissioner Van Gytenbeek, to amend the motion to move $300,000 from Wildlife Viewing and place the $300,000 into Lake Whatcom Kokanee Production. The motion to amend the motion failed.

The motion to approve the Department's 2003-05 Operating Budget passed unanimously.

Commissioner Shiosaki moved, seconded by Commissioner Tuck, to approve the Department's proposed 2003-05 Capital Budget Request for submission to the Office of Financial Management. The motion, as amended by staff, carried unanimously.

Commissioner Van Gytenbeek moved, seconded by Commissioner Ozment, to approve the Department's proposed 2003 Supplemental Operating Budget Request for submission to the Office of Financial Management. The motion, as amended by staff, carried unanimously.

Commissioner Roehl moved, seconded by Commissioner Shiosaki, to move for reconsideration of the proposed 2003-05 Capital Budget Request. The motion to reconsider carried unanimously. (Commissioner White was absent during discussion and vote on the motion.)

Commissioner Roehl moved, seconded by Commissioner Van Gytenbeek, to recommend that the Department add $250,000 from the Wildlife Fund (State) to the 2003-05 Capital Budget Request to continue the present Youth Fishing Program. The motion carried unanimously. (Commissioner White was absent during discussion and vote on the motion.)

HATCHERY SCIENTIFIC REVIEW GROUP -- BRIEFING:
Paul Seidel, Barbara Cairnes (Long Live the Kings), and Lars Mobrand and Lee Blankenship (Hatchery Scientific Review Group) discussed the Hatchery Scientific Review Group process, recommendations, and integration with

Department initiatives to maximize the benefits of artificial production while maintaining acceptable risks to wild stocks.

SIX-YEAR GAME MANAGEMENT PLAN -- BRIEFING:
Dave Ware and Jim Peek (University of Idaho) briefed the Commission on the Six-Year Game Management Plan.

MISCELLANEOUS AND MEETING DEBRIEF:
Commissioner Tuck moved, seconded by Commissioner White, to request the Department provide a briefing at the June 2003 meeting on the status of pheasants, which would include population trends (causes), harvest trends, and number of hunters. The motion to request Department action carried unanimously.
