CORRECTION: FEBRUARY 2003 COMMISSION MEETING DATE:

A typographical error was noted regarding the dates for the February 2003 Commission meeting in Kelso/Longview, which were voted on and approved during the October 17, 2003, conference call.

Commissioner Van Gytenbeek moved, seconded by Commissioner Ozment, to adopt the corrected dates of February 7-8, 2003. The motion to adopt the corrected dates carried unanimously.
(Commissioner Tuck was absent during discussion and vote on the motion.)

ADOPTION OF LICENSE FEE STUDY REVENUE ALTERNATIVES:

Department staff presented for approval the Department's License Fee Study Revenue Alternatives.

License Fee Appreciation:
Commissioner Van Gytenbeek moved, seconded by Commissioner Tuck, to peg the license fees to a regional inflation index with Commission review on an annual basis. The motion carried unanimously.
(Commissioner Pelly was absent during discussion and vote on the motion.)

Raffle for Permanent Licenses/Lifetime License:
Commissioner Roehl moved, seconded by Commissioner Van Gytenbeek, to implement a pilot raffle for permanent licenses, and that further staff research on lifetime licenses be conducted. The motion carried unanimously.

Youth Education and Recreation Donation:
Commissioner Van Gytenbeek moved, seconded by Commissioner Reynolds, to offer the voluntary opportunity for a customer to donate $1.00 or more towards the dedicated purpose of Youth Education and Recreation. The motion carried unanimously.

Wildlife Stewardship Decal:
Commissioner Van Gytenbeek moved, seconded by Commissioner Reynolds, to replace the current Conservation Patron with a Wildlife Stewardship Decal which would include a vehicle access decal, while maintaining the current vehicle-use permit being bundled with hunting and fishing licenses. The motion carried.

Temporary Fishing License Change:
Commissioner Roehl moved, seconded by Commissioner Tuck, to replace the current two-day licenses with a temporary combination fishing license of one to five days, and make the price for non-residents 100% higher than resident fees. The motion carried unanimously.

Catch Record Card Improvement:
Commissioner White moved, seconded by Commissioner Tuck, to charge a fee for each Catch Record Card with a $1.00 surcharge for each additional species. The motion carried unanimously.
(Commissioner Van Gytenbeek abstained from vote on the motion.)

Shellfish Change:
Commissioner Roehl moved, seconded by Commissioner Van Gytenbeek, to increase the shellfish license fees 40-60%, and separate out a hot-key razor clam license. The motion carried unanimously.

Fishing Guide License Reform:
Commissioner Van Gytenbeek moved, seconded by Commissioner Ozment, to have staff further review the Fishing Guide License Reform. The motion carried unanimously.
(Commissioner Reynolds was absent during discussion and vote on the motion.)

Charter Stamp License:
Commissioner Van Gytenbeek moved, seconded by Commissioner Tuck, to not create a license specific to charter fishing. The motion carried unanimously.

Senior Fee Equivalency:
Commissioner Tuck moved, seconded by Commissioner Van Gytenbeek, to increase the senior recreational fishing fee to $10.00. The motion carried unanimously.

Primary Turkey Tag Isolation:
Commissioner White moved, seconded by Commissioner Tuck, to separate the primary turkey tag from the small game license and charge $12.00, with no fee for the first youth turkey tag. The motion carried unanimously.
(Commissioners Reynolds and Pelly were absent during discussion and vote on the motion.)

Western Washington Pheasant Punch Card:
Commissioner White moved, seconded by Commissioner Ozment, to create a Western Washington pheasant license to replace the current pheasant punch card. The motion carried unanimously.

Pay to Play:
Commissioner White moved, seconded by Commissioner Ozment, to offer 2,000 "all season" deer and elk tags for the first year, and a fee of $150.00 for each tag drawn. The motion carried. (Commissioners Reynolds and Pelly were absent during discussion and vote on the motion.)
