ELECTION OF COMMISSION CHAIRMAN AND VICE CHAIRMAN:
The Commission will elect one of its members as Chairman and another member as Vice Chairman, each of whom shall serve for a term of two years or until a successor is elected.

COMMISSIONERS' DISCUSSION:
Commissioners will discuss recent activities and items of general interest and provide status reports on Commission committees.

DIRECTOR'S REPORT:
Director Koenings will review significant Department issues and activities.

BUDGET UPDATE:
Department staff will provide a status report on the Department=s current biennial budget.

1. 2003 NORTH OF FALCON POLICY BRIEFING:
Department staff will brief the Commission on the 2003 North of Falcon Policy. The policy will be considered for Commission adoption at its February 7-8, 2003, meeting in Longview.

2. HYDRAULIC PROJECT APPROVAL PROGRAM -- BRIEFING
Department staff and Commissioner Cahill will brief the Commission on activities of an external task force established by the 2002 Legislature to review the Hydraulic Project Approval Program.

3. COASTAL PINK SHRIMP FISHERY -- MANDATORY EXCLUDERS -- BRIEFING
Department staff will brief the Commission on proposed amendments to define legal biological by-catch reduction devices that may be employed in the coastal pink shrimp fishery to reduce Canary rockfish incidental harvest. The Commission will consider adoption of proposed rule amendments defining and requiring mandatory use of by-catch reduction devices for the Washington coastal pink shrimp fishery at its February 7-8, 2003, meeting in Longview.

4. DOGFISH SHARK MANAGEMENT -- BRIEFING:
Department staff will brief the Commission on a proposal to protect the Puget Sound dogfish stocks. The Commission will consider rule amendments for commercial fishing for dogfish in Puget Sound at its February 7-8, 2003, meeting in Longview.

5. COMMERCIAL FISHING RULES FOR HERRING IN COASTAL AREAS -- BRIEFING:
Department staff will brief the Commission on proposed amendments to ensure all intended herring purse seine fishing seasons have been closed, and to provide protection during herring spawning season. The Commission will consider adoption of rule amendments at its February 7-8, 2003, meeting in Longview.

6. SALMON PURSE SEINE MINIMUM MESH SIZE -- BRIEFING:
Department staff will brief the Commission on a proposal to modify the minimum mesh size for Puget Sound purse seines from four inches to three and one-half inches. The Commission will consider adoption of proposed rule amendments at its February 7-8, 2003, meeting in Longview.

7. LOGBOOKS AND MANAGEMENT UNIT DESCRIPTIONS FOR SHRIMP -- BRIEFING:
Department staff will brief the Commission on modifications to shrimp management boundaries, logbook requirements, and recording requirements regarding catch areas for shrimp buyers. The Commission will consider adoption of proposed rule amendments at its February 7-8, 2003, meeting in Longview.

8. SALE OF COMMERCIALLY CAUGHT SALMON AND SALMON EGGS -- BRIEFING:
Department staff will brief the Commission on proposals to prohibit the sale of salmon eggs without the salmon carcass. The Commission will hear public testimony regarding proposed rule amendments at its February 7-8, 2003, meeting in Longview, and will consider adoption of proposed rule amendments at its April 11-12, 2003, meeting in Moses Lake.

9. COMMISSION ADVISORY COMMITTEE FOR THE DISABLED -- BRIEFING
The Chair of the Commission's Advisory Committee for the Disabled will brief the Commission on recent activities of the committee.

The Commission will review and consider approval of Minutes of numerous Commission meetings, workshops, and conference calls.

MISCELLANEOUS AND MEETING DEBRIEF:
The Commission will discuss items that arise immediately before or during the workshop but after the preliminary agenda is published.

ANNUAL MEETING WITH GOVERNOR LOCKE
The Commission will attend its annual meeting with Governor Locke to report on various Commission activities over the past year. The public may observe. No public input will be accepted.

Directions and Access to Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the building.
