MONDAY, AUGUST 20:
CALL TO ORDER:
Chair Gutzwiler called the work session to order at
8:45 a.m.
COMMISSION WORK SESSION - MANAGEMENT ASSISTANCE
TEAM TRAINING:
Sally Guynn, Executive Director of the National Conservation
Leadership Institute, of the Management Assistance Team
(MAT) facilitated a training session on roles and responsibilities
for Fish and Wildlife Commissioners.
2008 SUPPLEMENTAL OPERATING AND SUPPLEMENTAL CAPITOL
BUDGET REQUESTS - DECISION:
Ron McQueen and Deborah Feinstein (Office of Financial
Management) briefed the Commission on the Department's
2008 Supplemental Operating and Supplemental Capital
Budget Requests.
Commissioner Wecker moved, seconded by Commissioner
Solomon, to approve the Department's 2008 Supplemental
Operating and Supplemental Capitol Budget Requests.
Commissioner Wecker moved, seconded by Commissioner
Orr, to amend the motion: change the title to "Funds
for Agricultural Damage"; add two FTEs (one for Spokane;
one for Southeast Washington); and update costs (Goal
IV/Ob.38). The motion to amend the motion carried.
Commissioner Solomon moved, seconded by Commissioner
Perry, to change the last bullet under "Funds for Agricultural
Damage" to read: "Provides $50,000 for contract services
to experimentally quantify and define agricultural damage." The motion to amend the motion carried unanimously.
The motion, as amended, carried unanimously.
The Commission agreed that the independent peer review
of the Department's grazing initiatives does not need
to be provided by Washington State University since
a project of this dollar amount has to follow State
procurement laws and go through the bid process.
CAPITAL PROGRAM ACTION PLAN - UPDATE:
Lenore Miller updated the Commission on the Capital
Program Action Plan, and Commissioners provided feedback
to the Department on the work plan for improving the
capital Program element of the Department's Asset Management
Program.
GENERAL DISCUSSION:
The Commission and available Department staff discussed
recent changes in senior management, recent activities,
and other related items of interest.
Commissioners, senior staff, and Sally Guynn (MAT training
facilitator) met informally for dinner.
Chair Gutzwiler recessed the work session at 6:30 p.m.

COMMISSION WORK SESSION - MANAGEMENT ASSISTANCE
TEAM TRAINING:
The Management Assistance Team continued a training
session on roles and responsibilities of Fish and Wildlife
Commissioners (continued from August 20.)
MOVING FORWARD ON SALMON RECOVERY: THE NEED FOR
AN ALL "H" STRATEGY:
The Commission and Congressman Norm Dicks, 6th District,
Washington State, discussed the need for a salmon recovery
strategy that integrates four major factors: Habitat,
Hydropower, Harvest, and Hatcheries.
IMPLEMENTING HATCHERY REFORM:
Dr. Lars Mobrand, John Barr, and Lee Blankenship provided
an overview of the Hatchery Scientific Review Group
and its efforts evaluating hatchery reform as part of
the Puget Sound and Coastal Washington Hatchery Reform
Project.
COMMISSION QUESTIONS AND ANSWERS - DISCUSSION:
The Commission discussed hatchery reform with the presenters.
Chair Gutzwiler adjourned the work session at 5:00
p.m.
