Chair Gutzwiler called the meeting to order at 8:40 a.m.

LOWER COLUMBIA RIVER SALMON FISHERY (LCRSF) STAKEHOLDER PROCESS - UPDATE:
The Commission and Department staff discussed the status of the LCRSF stakeholder process and plans for communicating recommendations with Oregon's Fish and Wildlife Commission.

An advisory group (to be known as the Columbia River Fish Working Group) will be made up of representatives from the Washington Fish and Wildlife Commission (Jerry Gutzwiler, Gary Douvia, and Conrad Mahnken) and the Washington Department of Fish and Wildlife (Phil Anderson and Guy Norman). A letter will be sent to stakeholders asking for advisor member nominations in three representative categories: commercial, recreational, and lower Columbia River community. The advisors will not vote.

PLANS FOR JOINT MEETING WITH NORTHWEST INDIAN FISHERIES COMMISSION (NWIFC) - DISCUSSION:
The Commission and Department staff discussed plans and reviewed proposed agenda items for the August 7, 2008, joint meeting in Lynnwood with the NWIFC.

MID-COLUMBIA WHITE RIVER CHINOOK CAPTIVE BROODSTOCK PROPOSED TRANSFER - UPDATE:
John Kerwin briefed the Commission on the status of a project to relocate mid-Columbia spring chinook captive broodstock to Little White Salmon National Fish Hatchery.

GOVERNOR'S LETTER TO THE COMMISSION ON FISHERIES ISSUES - DISCUSSION:
The Commission discussed a timeline for responding to Governor Gregoire's request for a Commission status report on salmon fishery challenges, which is due by January 1, 2009.

GENERAL DISCUSSION:
Commissioners, Director Koenings, and Deputy Director Stohr discussed numerous items, including:

- 2009-2011 proposed operating budget; and
- draft letter to Oregon Fish and Wildlife Commission regarding Columbia River stakeholders group.

Chair Gutzwiler adjourned the meeting at 10:57 a.m.
