3. PUGET SOUND DUNGENESS CRAB CATCH RECORD CARD - RULE ACTION:
The Commission will consider adoption of permanent amendments to WAC 220-56-175, Catch record cards, which implements legislation passed in 2008 granting authority to the Commission to implement a penalty of up to $10 for Puget Sound sport crab fishers who fail to comply with catch-reporting requirements.

4. PROPOSED LAND TRANSACTIONS - DECISION:
The Commission will consider approval of the following proposed land transactions:

  1. Transfer of six parcels totaling 604 acres from the Cascade Land Conservancy in Grays Harbor and Pacific Counties;
  2. Acquisition of an 815-acre property in Okanogan County;
  3. Acquisition of an 641.68-acre property in Yakima County; and
  4. Acquisition of a 289-acre property in Yakima County.
The Commission held a public hearing on these proposals during its August 8-9, 2008, meeting in Lynnwood.

5. DEER AND ELK SPECIAL PERMITS - RULE BRIEFING, PUBLIC HEARING, AND RULE ACTION:
Department staff will brief the Commission on proposed amendments to WAC 232-28-353, 2008 Deer special permits, and WAC 232-28-354, 2008 Elk special permits; which would eliminate special permit hunting opportunity on a restricted military reservation when safety and security issues are likely to eliminate public access.

6. REQUIREMENT TO PROVIDE SALES DOCUMENTS - RULE BRIEFING AND PUBLIC HEARING:
Department staff will brief the Commission on proposed amendments to WAC 220-20-019, Requirement to provide sales documents, which would clarify record-keeping requirements for original receivers of fish and shellfish. The Commission will consider adopting rule amendments at its October 3-4, 2008, meeting in Ellensburg.

7. COMMERCIAL FISH TRANSPORT TICKETS - RULE BRIEFING AND PUBLIC HEARING:

9. SHELLFISH RECEIVING TICKETS - RULE BRIEFING AND PUBLIC HEARING:
Department staff will brief the Commission on proposed amendments to WAC 220-69-26401, Distribution of copies of shellfish receiving ticket, which would simplify rule language in line with the Governor's "Plain Talk" mandate. The Commission will consider adopting rule amendments at its October 3-4, 2008, meeting in Ellensburg.

The Commission will meet in executive session to discuss the performance of and future expectations for a public employee or employees, pursuant to RCW 42.30.110 (1)(g). No action will be taken during the executive session, and the public is not permitted to attend. The Commission will reconvene in public session to consider action, if necessary.

14. WASHINGTON WILDLIFE RESERVES - BRIEFING:
As a follow-up to the Johnson Debay's Slough boundary adjustment agenda item that was presented during the August 8-9, 2008, Commission meeting in Lynnwood, Department staff will brief the Commission on the history and purpose of the swan reserve, as well as general information about wildlife reserves in Washington state.

14. GAME MANAGEMENT PLAN - BRIEFING & DECISION:
Department staff will present the revised draft of the 2009-2015 Game Management Plan to the Commission for their consideration and adoption. The Commission held a public hearing on the draft plan, and discussed revisions to the draft at its August 8-9, 2008, meeting in Lynnwood. Department staff will be prepared to discuss with the Commission other alternatives for long-term planning of game management. The Commission may choose to delay adoption of the revised draft plan pending further staff work based on the Commission's direction.

The Commission will discuss and accept public testimony on proposals for its 2009 Commission meeting calendar. The Commission may adopt a 2009 meeting calendar during its September 19, 2008, conference call or October 3-4, 2008, meeting in Ellensburg.
