During its September 5-6, 2008, regular meeting, the
Washington Fish and Wildlife Commission voted to move
its October and November public meeting locations to
Olympia in response to the Governor's directive to reduce

3. 2009 COMMISSION MEETING CALENDAR
- DECISION:
The Commission will consider adoption of a 2009
Commission meeting calendar. The Commission held
a public hearing on this topic during its September
5-6, 2008, meeting in Olympia.

4. PROPOSED LAND TRANSACTIONS - DECISION:
The Commission will consider approval of a proposed
grant of 0.25 acres of Right of Way to Yakima
County.

5. REQUIREMENT TO PROVIDE SALES DOCUMENTS
- RULE ACTION:
The Commission will consider adoption of permanent
amendments to WAC 220-20-019, Requirement to provide
sales documents, which would clarify record-keeping
requirements for original receivers of fish and
shellfish. The Commission held a public hearing
on the proposed amendments at its September 5-6,
2008, meeting in Olympia.

6. COMMERCIAL FISH TRANSPORT TICKETS -
RULE ACTION:
The Commission will consider adoption of permanent
amendments to WAC 220-69-300, Commercial food
fish and shellfish transportation ticket, which
would provide clarity and enforceability for transport-ticket
requirements. The Commission held a public hearing
on the proposed amendments at its September 5-6,
2008, meeting in Olympia.

7. SHELLFISH RECEIVING TICKETS - RULE
ACTION:
The Commission will consider adoption of permanent
amendments to WAC 220-69-26401, Distribution of
copies of shellfish receiving ticket, which would
simplify rule language in line with the Governor's
"Plain Talk" mandate. The Commission held a public
hearing on the proposed amendments at its September
5-6, 2008, meeting in Olympia.

8. WDFW / WDNR LAND EXCHANGE STATUS
UPDATE - BRIEFING:
Department staff will brief the Commission on
the status of the Washington Department of Fish
and Wildlife / Washington Department of Natural
Resources proposed land exchange. The Commission
will consider approval of the agreement in January
2009.

9. MINERAL PROSPECTING RULES - RULE
BRIEFING & PUBLIC HEARING:
Department staff will brief the Commission on
proposed amendments to WAC rules for small-scale
mineral prospecting (a.k.a.,"Gold and Fish Pamphlet")
to protect fish life and habitat from prospecting
impacts.

Following a presentation by staff, the Commission
will accept oral testimony on the above rule proposals.
The public may also listen to agenda item #9 via
speakerphone and sign up to give public testimony
by going to the Quality Inn, 1700 Canyon Road, Ellensburg.
In order to testify, each person must sign up before
this agenda item begins. The Commission will consider
final adoption of rule amendments at its November
7-8, 2008, meeting in Olympia.

15. JOHNSON/DEBAY'S SLOUGH SWAN RESERVE
BOUNDARY ADJUSTMENT STATUS UPDATE - BRIEFING:
At the request of the Commission, and as a follow-up
to the Commission's approval of a Johnson/Debay's
Slough boundary adjustment during its August 8-9,
2008, meeting in Lynnwood, Department staff will
brief the Commission on the status of discussions
with landowners about changes in the reserve boundary.

**Parking at the Natural Resource
Building: Capitol Campus Update
Popular campus visitor parking lot closed through
Oct. 5
The visitor parking lot at the Natural Resources Building
is closed through October 5 while General Administration
installs a new waterproof membrane and applies re-striping
to the parking stalls.
The Natural Resources Building is at 1111 Washington
St. S.E. in Olympia. The visitor lot - the P1 level
- is on the west side of the building, across Washington
Street and behind the Capitol Court building.
During this project, visitors must use other parking
areas on the Capitol Campus. Other visitor parking options
on campus include:
- The North and South diagonals off of Capitol Way.
- General Administration parking garage at Columbia
Street and 11th Avenue (no SUVs, vans or trucks).
- West side of the General Administration Building.
- Visitor Center at Capitol Way and Sid Snyder Avenue.

Visitor parking is 50 cents per hour unless otherwise
noted, and payable at meters located in each parking
area. Parking on Saturday is free.
The east side of the P1 level, which is used by state
employees, will remain open during the project. Employees
who park there and on other levels - P2 and P3 - can
continue to use garage entrances off of Jefferson Street
and 11th Avenue.
The Washington Street entrance to the Natural Resources
Building visitor lot will be closed during the entire
project, but the street itself will be open. State employees
and visitors traveling to the Plaza Garage and the State
Archives building should not be affected by the project.
The Natural Resources Building visitor lot has 202
parking stalls. This total includes 12 parking stalls
designated for individuals with disabilities. General
Administration will add four stalls for individuals
with disabilities on the P2 level to compensate for
the temporary closure of those in the visitor lot.
General Administration's Parking Services program says
this is the most heavily used visitor lot on campus,
serving several nearby state buildings. The goal of
the project is to eliminate water leaking from the visitor
lot to parking areas below.
