NOTE: On Thursday, December 11,
2008, the Commission will meet jointly with Oregon's
Fish and Wildlife Commission at the Embassy Suites -
Portland Airport, in Portland, Oregon; from 10 a.m.
to 2 p.m. Discussion topics will include Columbia River
fisheries management issues. The meeting is open to
the public; however, no public input will be taken during
the meeting.

3. HABITAT PROTECTION IN OKANOGAN COUNTY - BRIEFING:
Department staff - along with Peter Dykstra, Trust for Public Lands - will brief the Commission on the status of the Department's wildlife habitat protection efforts in the Okanogan Watershed. At the request of the Commission, the Department will also brief the Commission on plans for future land acquisitions in Okanogan County.

4. PROPOSED LAND TRANSACTIONS - DECISION:
The Commission will consider approval of the following proposed land transactions:
- Acquisition of an 896.19-acre property in Okanogan County;
- Acquisition of a 74-acre property in Okanogan County; and
- Proposed sale of 3.38 acres of right-of-way for improvements to two bridges in Yakima County.

5. WILDLIFE REHABILITATION PERMITS - RULE ACTION:
The Commission will consider adoption of permanent amendments to WAC 232-12-275, Wildlife rehabilitation permits, which would update facility requirements for oiled-bird rehabilitation activities to current standards. The Commission held a public hearing on the rule amendments at its November 7-8, 2008, meeting in Olympia.

6. LOWER COLUMBIA RIVER STURGEON MANAGEMENT POLICY - DECISION:
The Commission will consider adoption of updates to Policy C-3001 Lower Columbia River Sturgeon Management for 2009. The Commission held a public hearing on the proposal during its November 7-8, 2008, meeting in Olympia. The current policy expires Dec. 31, 2008.

7. WASHINGTON STATE QUALITY AWARD - BRIEFING:
Department staff will brief the Commission on a new law requiring state agencies to have an external performance assessment every three years (RCW 43.17.390).

8. ENFORCEMENT STAFFING STUDY SURVEY - BRIEFING:
Department staff will brief the Commission about a law enforcement staffing and deployment study the Enforcement Program conducted by contract with the International Association of Chiefs of Police. The study was required as part of the 2008 Department Goals and Objectives agreement between the Director and the Commission and fulfills Goal 4, Objective 1-C.

9. SELECTIVE FISHERIES IMPLEMENTATION PLAN - BRIEFING:
Department staff will brief the Commission on key elements of recommendations for implementing selective fisheries within the Pacific Fishery Management Council season-setting process.

14. 2009-2010 COLUMBIA RIVER SUMMER CHINOOK ALLOCATION POLICY - BRIEFING:
The Commission will consider approval of proposed updates for 2009-2010 to Policy C-3618, Mainstem Columbia River Summer Chinook Allocation for Non-Indian Fisheries Below Priest Rapids Dam. The Commission will accept public testimony on the proposed policies after briefings for items 14 & 15 have both been completed.** The Commission may consider final adoption of an updated policy following public input.
