The Commission is a direct link between citizens of Washington and the Department of Fish and Wildlife. Comments on Department programs and topics of concern are welcome during this portion of the meeting. (NOTE: The public is encouraged to comment only on those issues not on this agenda for action.)

3. PROPOSED LAND TRANSACTIONS - DECISION:
The Commission will consider approval of the following proposed land transactions:

  1. Proposed acquisition of a 14.92-acre property in Yakima County; and
  2. Proposed agreement for trail along the Nooksack River in Whatcom County.

4. SWAN RESERVE BOUNDARY ADJUSTMENT – UPDATE:
As a follow-up to the October 3-4, 2008, Commission meeting briefing, Department staff will provide updated information to the Commission about the history of the Johnson/Debay’s Slough missing boundary line, which was corrected temporarily by Commission rule action during the August 8-9, 2008, meeting in Lynnwood.

5. BALLAST WATER MANAGEMENT – RULE BRIEFING & PUBLIC HEARING:
Department staff, along with members from Ballast Water Work Group, will brief the Commission on proposed updated ballast water regulations resulting from 2008 Legislation (E2SSB 5923) to reduce environmental impacts from non-indigenous species discharges of ballast water. The Commission will consider final adoption of these proposed rule amendments at its June 5-6, 2009, meeting in Olympia.

- WAC 220-77-090, Ballast water management and control -- Reporting and sampling requirements; and

6. PROPOSED COMMISSION POLICY ON HATCHERY REFORM – BRIEFING:
At the request of the Commission, Department staff will brief the Commission on the progress in developing a draft Commission Policy on Hatchery Reform (C-3619).

10. PROCESS FOR DIRECTOR SEARCH AND JOB DESCRIPTION DEVELOPMENT – DISCUSSION, PUBLIC TESTIMONY AND ACTION:
Commissioners will discuss the search process for a permanent Director for the Department, including the implications of Legislative action this year.

The Commission will also review, revise and consider adopting a job description for the Department Director position.

11. COMMUNICATIONS STRATEGIES:
Commissioners and Director’s Office staff will discuss plans for strengthening communications with constituents, Legislature, Tribes, and Governor’s Office.

Commissioners and Director’s Office staff will review the list of Commission Policy Decisions and discuss the current relevance of existing policies.

Directions and Access to the Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington and into the visitor parking lot. Parking costs 50 cents per hour, payable at the meters. There is no charge for parking in the NRB visitor lot on weekends.

Public access to the Natural Resources Building after 5:30 p.m. and on Saturday will be available only through the rotunda doors located on the west end of the building. Contact Susan Yeager at (360) 902-2267 if assistance for persons with disabilities is needed.
