1. CALL TO ORDER

2. OPEN PUBLIC INPUT
The Commission is a direct link between citizens of Washington and the Department of Fish and Wildlife. Comments on Department programs and topics of concern are welcome during this portion of the meeting. (NOTE: The public is encouraged to comment on those issues not on this agenda for action.)

3. PROPOSED LAND TRANSACTIONS - DECISION:
The Commission will consider approval of a proposed agreement that would allow Williams Pipeline to install an underground protection line adjacent to existing pipeline on the Colockum Wildlife Area in Kittitas County, which is necessary for compliance with federal pipeline safety regulations.

4. COUGAR PILOT PROGRAM REGULATIONS – RULE ACTION:
The Commission will consider adoption of permanent amendments to WAC 232-28-285, 2010 Pilot cougar hunting seasons with the aid of dogs, which would implement legislation (ESHB 2438, 2009 Legislature) extending the pilot for three years in the same five counties. The proposed amendments also include the addition of the one county that requested inclusion in the program. The Commission held a public hearing on the proposals at its June 5-6, 2009, Commission meeting in Olympia.

5. RECREATIONAL LICENSE DEALER’S FEES FOR MIGRATORY BIRD HUNTING -- RULE ACTION:
The Commission will consider adoption of permanent amendments to WAC 220-55-115, Recreational license dealer’s fees, which would help cover the costs associated with the hunter authorization program by allowing license dealers to collect a 50-cent fee for each authorization document issued. The Commission held a public hearing on the proposals at its June 5-6, 2009, Commission meeting in Olympia.

6. SPECIAL TRAPPING PERMITS– BRIEFING:

8. COMMISSION POLICY ON HATCHERY AND FISHERY REFORM – DECISION:
The Commission will consider adoption of a new Policy on Hatchery and Fishery Reform (C-3619). The Commission held a public hearing on the proposal at its June 5-6, 2009, meeting in Olympia.

9. COLUMBIA RIVER COMMERICAL AND TRIBAL STURGEON FISHING REGULATIONS – RULE BRIEFING & PUBLIC HEARING:
Department staff will brief the Commission on proposed Washington Administrative Code (WAC) rule amendments that would clarify definitions and change measurement criteria for commercial and tribal sturgeon fishing in joint Columbia River waters. The proposed amendments are consistent with co-management agreements and would improve enforceability of the regulations. The Commission will consider adoption of permanent amendments at its August 21, 2009, meeting via conference call.

WAC 220-16-026, Definition- -Columbia River non-Indian drift net;
WAC 220-16-102, Definition- -Slacker; and
WAC 220-16-12505, Definition- -Unslackened net.
Staff withdrew the above from the request, 06/19/09.

Department staff will brief the Commission on proposed amendments to WAC 220-52-040, Commercial crab fishery- -Lawful and unlawful gear, methods, and other unlawful acts, which are necessary in order to implement legislation passed during the 2009 session (ESHB 1516). The Commission will consider adoption of permanent amendments at its August 21, 2009, meeting via conference call.

The Commission -- along with Audrey Ely, DOP Executive Careers -- will discuss the current status of the candidate search process and provide a review for new Commission members. The public is welcome to provide testimony to the Commission related to the search process and candidate criteria during this portion of the meeting.

Joe Shorin, Senior Assistant Attorney General, will brief the Commission on services provided to state agencies by the AGO.

15. ETHICS TRAINING FOR COMMISSION MEMBERS:

Directions and Access to the Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington and into the visitor parking lot. Parking costs 50 cents per hour, payable at the meters. There is no charge for parking in the NRB visitor lot on weekends.

Public access to the Natural Resources Building after 5:30 p.m. and on Saturday will be available only through the rotunda doors located on the west end of the building. Contact Susan Yeager at (360) 902-2267 if assistance for persons with disabilities is needed.
