2. OPEN PUBLIC INPUT

3. PROPOSED LAND TRANSACTIONS – DECISION:
The Commission will consider approval of the following proposed land transactions, both of which have undergone a public review and competitive grant process conducted by the Recreation and Conservation Office:
• Proposed acquisition of a 93-acre property in Okanogan County, and
• Proposed acquisition of a 79.79-acre property in Okanogan County.

4. PROPOSED COMMISSION POLICY ON HATCHERY REFORM - DECISION:
At the request of the Commission, Department staff will brief the Commission on updates to a draft proposed Commission Policy on Hatchery Reform (C-3619). The Commission held a public hearing at its June 5-6, 2009, meeting in Olympia. The Commission received additional staff briefings and continued discussions on changes at the July and September meetings, and continued action to this meeting to allow additional time for gathering comments on DRAFT5 of the proposal. Written public comments received by October 15 will be included in the staff’s review, as well as tribal comments received by October 30, 2009.

5. 2010-2012 SPORTFISH RULE PROPOSALS – RULE BRIEFING:
Department staff will brief the Commission on sportfish rule proposals for the 2010-2012 season. A public hearing on the proposals will be held during the December 4-5, 2009, Commission meeting in Olympia. The Commission will consider adoption of permanent rules during its February 2010 meeting.

8. TRIBAL TRADITIONAL HUNTING AREAS – BRIEFING:
At the request of the Commission, Department staff will brief the Commission on the development of draft procedural guidelines for responding to assertions of Tribal traditional hunting areas.

9. JOHNSON DEBAY’S SLOUGH GAME RESERVE BOUNDARY – RULE BRIEFING, PUBLIC HEARING & ACTION **:
Department staff will update the Commission on the status of negotiations to resolve boundary issues at the Johnson Debay’s Slough Game Reserve and on changes to proposed rule amendments presented during the September 11-12, 2009, Commission meeting. Following the public input opportunity, the Commission may consider adoption of permanent amendments to WAC 232-16-800, Johnson/Debay’s Slough Game Reserve. Action on this item was continued from the September 11-12, 2009, Commission meeting to this meeting.

Directions and Access to the Natural Resources Building: From I-5, take State Capitol exit (105). The exit puts you on 14th Avenue. Go through the tunnel and turn right onto Capitol Way. Turn right onto 11th Avenue. Turn right onto Washington. Turn left into the parking lot. Visitor parking is on the P-1 level of the building.
Public access to the Natural Resources Building after 5:00 p.m. and on Saturday will be available only through the rotunda doors located on the west end of the building.
