Vice Chair Douvia called the meeting to order at 8:31 a.m.
1a. APPROVAL OF MEETING MINUTES
The Commission deferred this agenda item to its January 21, 2011, conference call in Olympia. Pursuant to WAC 77.04.060, five members constitute a quorum for the transaction of business and to adopt permanent rules and amendments to or repeals of existing rules.
1b. COMMISSIONER DISCUSSION:
No Commission discussion took place during this portion of the meeting.
1c. DIRECTOR’S REPORT:
Director Anderson reviewed significant Departments issues and activities, including:
- Wolf management
- Whiskey Dick settlement
- Suspension on WAC 232-12-251, Removal of Wood, Minerals and Artifacts on Public Lands
- Meetings with key legislators
- Update on proposed agency consolidation
- Performance agreement recommendation
1d. LEGISLATIVE UPDATE:
Ann Larson, Legislative Liaison, briefed the Commission on the proposed 2011 Department legislation.
1e. BUDGET AND OPERATIONS UPDATE:
Deputy Director Stohr provided an update to the Commission on the Department’s budget and operational issues.
2. OPEN PUBLIC INPUT:
Several individuals testified on issues of concern during this portion of the meeting.
- Andrew Marks (Federal Way) – Puget Sound Chinook Resource Management Plan
- Ray Crisp (Olympia) – Lighted nocks
- Jack Giard (Lopez Island) – Sport crabbers near reef nets
- Al Schmauder (Lacey) –Chambers Creek estuary and dam
10. TURN IN A POACHER PROGRAM AND HUNTER EDUCATION TRAILER – BRIEFING: (moved from Saturday)
Chief Bruce Bjork, Mike Kuttel and Officer Steve Crown, briefed the Commission on the Enforcement Program’s Turn in a Poacher program (TIP) and presented the Hunter Education trailer for the Commissioners and staff to explore.
4. ADVISORY COMMITTEE TO THE COMMISSION FOR PERSONS WITH DISABILITIES UPDATE – BRIEFING:
Bill Vincent and Brenda Kane updated the Commission on committee additions and current activities and goals.
5. OVERVIEW OF THE STATE HATCHERY SYSTEM (PART 2) – BRIEFING:
Heather Bartlett and James Dickson provided the Commission with additional information on the history of fish hatcheries in Washington State, including historic and contemporary anadromous fish production levels and economic benefit.
6. NORTH OF FALCON FISHERY, PROPOSED POLICY UPDATES – BRIEFING AND PUBLIC HEARING:
Pat Pattillo updated the Commission on the current status of the North of Falcon process and proposed 2011 updates to Commission Policy C-3608. The Commission will consider adoption of an updated policy at its February 4-5, 2011, meeting in Olympia. Seven individuals provided oral testimony on the above rule proposals during this portion of the meeting:

7. ELWHA RIVER FISHING CURTAILMENT – RULE BRIEFING AND PUBLIC HEARING:
Ron Warren provided the Commission on proposed amendments to WAC 232-28-619 Washington food fish and game fish – Freshwater exceptions to statewide rules, that would establish a recreational fishing closure of Elwha River and tributaries downstream of Olympic National Park to protect fish stocks during removal of dams on the Elwha River beginning in 2011. Mr. Warren also presented possible alternatives to the fishing curtailments. The Commission will consider adoption of an updated policy at its February 4-5, 2011, meeting in Olympia. Seven individuals provided oral testimony on the above rule proposals during this portion of the meeting:

- Douglas Binder (Kent) – Hatchery Scientific River group and hatchery policy effects
EXECUTIVE SESSION:
Pursuant to RCW 42.30.110(1)(g), the Commission will meet in executive session to review the performance of a public employee or employees. No action will be taken during the executive session. The public is not permitted to attend the executive session.
