Vice Chair Douvia called the meeting to order at 8:36 a.m.
A. PETITION FOR RULE CHANGE, LOWLAND LAKES – DECISION:
Craig Burley briefed the Commission on a Petition for Rule Change submitted by Sam Martin, Mayor of Conconully, requesting that the Commission begin the rule making process on WAC 220-56-050, Game Fish Seasons and WAC 232-28-619, Seasons and Limits to consider changing the April fishing season opening date for approximately 230 lowland lakes.
Commissioner Wecker moved, seconded by Commissioner Perry, to initiate rule-making to consider changing the April opening day for lowland lakes with a final decision by the Commission at the February 2012 Commission meeting. The motion carried unanimously.
B. COMMERCIAL SHELLFISH POT GEAR ESCAPE MECHANISMS – PUBLIC HEARING & RULE ACTION:
Heather Reed reviewed the presentation she gave at the April 8-9, 2011, Commission meeting on these rule proposals. No public signed up to testify on this topic during this portion of the meeting.
Commissioner Smith moved, seconded by Commissioner Wecker, to adopt WAC 220-52-035, Commercial shellfish pot gear–Escape mechanism required, as presented. The motion carried unanimously.
C. APPROVAL OF MINUTES – DECISION:
Commissioner Wecker moved, seconded by Commissioner Perry, to approve the minutes of the March 12-13, 2010, and December 2-4, 2010, meetings as presented. The motion carried unanimously.
D. LEGISLATIVE UPDATE:
Dep. Director Stohr and Ann Larson reviewed the current status of and discussed with Commissioners legislation related to fish, wildlife and natural resource management, including fiscal impacts and Department budget proposals.
E. GENERAL DISCUSSION:
Commissioners and Department staff discussed items of general interest, including agenda topics for the Commission’s upcoming annual meeting with the Governor, which is scheduled for June 3, 2011.
