The management objectives for the commercial urchin
and sea cucumber fisheries are:
Preserve, protect and perpetuate the long-term
sustainable harvest of urchins and sea cucumbers.
Protect the habitat necessary to sustain these
populations.
Ensure the economic viability of the non-Indian
fleet.
Manage the harvest for a 50/50 allocation among
non-Indian and tribal fishers.
Protect public health and safety.
Approve the concept of effort/fleet reduction
including federally-founded buy back programs and
legislative/agency action including:
Diver-funded buy back programs.
License "stacking" on one vessel.
Buying licenses two-for-one.
Continuation of current landing requirements for
license renewals.
Requirement that license owners be aboard the
boat while fishing.
Individual transferable quotas (ITQs)
Approve the concept of permanent area closures
in certain areas to commercial dive fisheries, so
that stock refuges and research areas may be maintained.
