Rule to Change:
Burbank Slough is listed in the Special Rules section and includes that "fishing from any floating device is prohibited."
New Rule Proposal:
Burbank Slough should be clearly defined to consist of the area east and north of Hwy 12, except for the boat-accessible channel under Hwy 12 that leads back to the Burbank No. 3 Pumping Station fish screen.
Why the change is needed:
This definition makes it clear where floating devices are restricted. Areas west of Hwy 12 (Casey Pond) are open to boats, as is the channel east of Hwy 12 to the No. 3 Pumping station.
Names of individuals or groups with whom you have discussed this change:
Doug - citizen called WDFW and requested clarification on where boating is allowed. John Easterbrooks and Paul Hoffarth, fish biologists for Region 3, and Mike McQuarry, enforcement for Walla Walla County, and John Whalen, Region 1 fish program manager.
Describe their support and/or concerns:
The citizen supported the definition in the pamphlet and John Easterbrooks provided clarifying language used in this proposal. No response from the other WDFW staff contacted.

Explanation
The current rule is not clear that some areas of Burbank Slough are available for fishing from a floating device. Areas west of Highway 12 (Casey Pond) are open, as is the channel east of Highway 12 to the No. 3 Pumping Station.
