Rule to Change:
Selective gear rule on the Washougal river! This is my home river and not to many people have spent more time on the water then I have, over the last 30 years. The rule was a blanket cover thrown out by the state in my opinion, with out the facts and data to back it. Over 40 years of steelhead fishing the Washougal River. I could count the fish on one hand that have died from being hooked to deep on bait. Know good fishermen will even waist bait when the smolt are in and truth be known you will catch way more using a spinner. I have donated many hours to habitat enhancement projects up and down the river and trib's that feed it. So you know I truley care and have respect for the Natives I catch and fish for. If I thought the selective gear were saving or helping the nate's I would be the loudest proponent of keeping it status quo.
New Rule Proposal:
To drop the selective gear rule on the Washougal River!!!!
Why the change is needed:
Because the hatchery fish belong to we the people-the tax payer and the ones that spend hundreds of dollars a year buying fishing and hunting licenses, special permits,discovey pass, forest servis pass and what ever else is thrown at us. Being allowed to use bait and barbed hooks in my opinion is not killing are hurting any fish. It only gives us more chances to harvest a fish. We are loosing more fishermen and hunters every year and the rule like the one we have now only drives more away!

WDFW Rule Proposal Recommendation

Current rule allows for retention of hatchery summer steelhead with selective gear rules(SGR). If SGR rules are removed this season would have to be elimintaed due to potential impacts to outmigrating wild salmon and steelhead smolts and adult wild winter steelhead. An intensive creel survey conducted in the river indicates there is handling of wild winter steelhead that could be at greater hooking mortality risk if bait fishing was permitted.
