Why the change is needed:
This rule change will offer protection for redband rainbow trout that occupy Onion Creek. Currently there is a seasonal fishery closure at the mouth of Onion Creek to protect redband rainbow trout as they stage to spawn within Onion Creek. This rule is consistent with our management objective of protecting a vulnerable, wild redband rainbow trout stock by reducing the open fishing season and limiting harvest to 2 fish per day instead of 5 fish per day.

WDFW: John Whalen (Regional Fish Program Manager) and Don Weatherman (Enforcement Officer for northern Stevens Co.).
Describe their support and/or concerns:
Both are in support of this rule change. Both agree that this rule change is consistent with WDFWs management objective to protect and perpetuate the wild Onion Creek redband rainbow trout stock.

Postpone regulation proposal until redband rainbow trout assessment research is complete and develop a comprehensive set of regulation proposals based on results that are adequately protective of the redband trout population. The redband population in the reservoir is stable and/or increasing and there is adequate time to do research and formulate appropriate regulations without a conservation concern.
