Species covered in proposed rule
 • Trout
Rule to Change:
Teanaway River (Kittitas Co.): TROUT: Release all trout.
New Rule Proposal:
Delete this special rule so that the statewide trout minimum size/daily limit for rivers/streams applies.
Why the change is needed:
The language in the 2012-13 fishing rules pamphlet reflects management intent; the current WAC language is incorrect and this proposal fixes the problem. An e-reg has been adopted to temporarily fix the WAC so that it matches the pamphlet during the 2012 fishing season.
Names of individuals or groups with whom you have discussed this change:
Val Tribble,Charmane Ashbrook,Craig Burley
Describe their support and/or concerns:
They brought this WAC vs. pamphlet discrepancy to my attention and requested that I submit this proposal to permanently fix the problem.

WDFW Rule Proposal Recommendation

Rule Change Recommendation Short Title
Change to Selective Gear Rules on multiple streams in Region 3 to protect ESA listed steelhead and bull trout and westslope cutthroat trout

Rules Category
Eastern Washington and Columbia Region Freshwater

Type of Rule Change Proposal

County or Location Information

Short Description
Extends selective gear rules protection (no bait, single barbless hooks) for salmonids in Manastash Creek, Little Naches River, Nile Creek, Oak Creek, Rattlesnake Creek, Taneum Creek, Teanaway River, Swauk Creek, North Fork Tieton River, and their tributaries.

Recent improvements in passage conditions, fish screening and habitat flow enhancements in Manastash and Taneum creeks are allowing for increased numbers of adult steelhead to enter the drainage to spawn. The other listed systems have recently emerged as important steelhead spawning and rearing areas, contributing to the Mid-Columbia Distinct Population Segment for population recovery. It is important to protect the spawning/rearing areas of this ESA listed threatened species in the Yakima Basin. Protecting juvenile steelhead (and Westslope cutthroat trout) from mortality associated with bait fishing is a needed conservation action. Bull trout spawning in Monument Creek is comprised of both fluvial and resident fish, and this is an important spawning area for federally threatened bull trout.
