New Rule Proposal:
All statewide "Public Access" ramps should be constructed with a gradual shallow angle access with hand holds where applicable, in addition to the current general use ramps. This would place "Public Access" ramps in compliance with ADA Title 42, Part 36, Subpart A, 36.101 Purpose. The purpose of this part is to implement title III of the Americans with Disabilities Act of 1990 (42 U.S.C. 12181), which prohibits discrimination on the basis of disability by public accommodations and requires places of public accommodation and commercial facilities to be designed, constructed, and altered in compliance with the accessibility standards established by this part.
Why the change is needed:
A large portion of Americans who enjoy fishing, as they age, are finding it more and more difficult to walk in a healthy pedestrian manner. They are forced to us walking aids like canes, crutches and walkers. So that these people aren't discriminated against, and not be allowed to fish from a boat, I feel this rule should be enacted. This rule would also put the WDFW more closely inline with the ADA. (Americans with Disabilities Act)

I've spoken with the WDFW Region 1 office in Spokane and several of my fishing partners.

Everyone seems to understand the need for a more friendly handicap access, but we all are concerned that the cost may be prohibitive.
