Steelhead, Salmon (even though you said not to)
Rule to Change:
None
New Rule Proposal:
Ban commercial gillnets
Why the change is needed:
The Rules and Regulations book is overflowing with detailed nuances of closed waters/open waters/restricted bait/barbless hooks/no night fishing, blah, blah, blah... If the state really wants to get serious about resource conservation BAN GILLNETS!!! There is not a single more destructive legal fishing tactic than this. Gillnets are the WMDs of the fishing world. If we do not reel in gillnets it won't matter if I'm fishing a treble hook or not because they'll be nothing to catch with it.
