Short Description
Currently Monument Creek is managed under statewide general stream rules. General rules permit the use of barbed hooks and bait. The rules for Monument Creek should be adjusted to selective gear rules to protect federally threatened bull trout.

Monument Creek is an important spawning area for federally threatened bull trout. Bull trout spawning in Monument Creek are comprised of both fluvial and resident fish. Fluvial fish have migrated to the area from the Methow River. Current rule allowing barbed hooks and bait is not consistent with WDFW and USFWS bull trout Management and Recovery Plans and should be changed to selective gear rules. Adjusting the regulation to selective gear rules still allows angling in this stream, while increasing protection of bull trout.

Great! I appreciate the fact that WDFW is willing to suggest regulation changes like this. ESA listing aside, bull trout should have more protective regulations from a conservation standpoint.

I support this proposal to protect fluvial and resident bull trout. Overall, knowing the remoteness of Monument Creek, I suspect this may be more symbolic than anything else. I really feel that, like the lower Lost River, this tributary should be closed waters. My understanding of the Lost River is that it is closed to sport fishing below Monument to protect steelhead, Chinook, and bull trout (coupled with the lack of fishable resident trout) and I don't see any biological reason that lower Monument Creek should be any different. Nobody that I am aware of has any data suggesting that upper Columbia River steelhead do NOT spawn in the same habitat that fluvial bull trout use.
