RECOMMENDATIONS
Establish regional wild steelhead management zones (i.e. zones managed exclusively for wild steelhead without any hatchery in-puts). TCA recommends immediate Commission action to establish wild steelhead management zones on the following systems:
• Skagit River and all tributaries
• Solduc and Calawha Rivers
• Satsop River
• Require WDFW to comply with prior Commission directive to establish such wild fish management zones and provide recommendations for additional zones for Commission consideration not later than December 31, 2012.
| Why the change is needed: DISCUSSION/JUSTIFICATION
The Commission directed WDFW to develop a suite of wild salmonid management zones. To date, the Department has not implemented this Commission directive.

SCHUMACHER, MARCUS October 01, 2012 FERNDALE, WA Comments: I support this proposed rule change and would also stop all retention of bull trout on the Skagit River. In addition, I would like to see the Nooksack River added to this list. HILL, ALAN R October 29, 2012 BLAINE, WA Comments: Do not approve this proposal. Take a good look at what has happened in the South Fork of the Skykomish where hatchery Steelhead carried over Sunset Falls with the returning salmon over several years have naturalized into a significant run. Coordinated with salmon runs this can be done in other streams. BENNER, ANDREW C November 28, 2012 SHELTON, WA Comments: as long as its catch and release.. even selective gear. I support wild stelhead enhancement but not on rivers where tribes are nettting whats the point?? FULLER, DANIEL December 06, 2012 PORT ORCHARD, WA Comments: Just another recommendation by special interest fishing organizations to exclude the majority. CLARK, GARY December 27, 2012 BELLINGHAM , WA Comments:
