Rules Category: Eastern Washington and Columbia Region Freshwater
Species covered in proposed rule • Steelhead
Rule to Change: none
New Rule Proposal:
Restricting or banning the use of sand shrimp on the Klickitat River above the Fisher hill bridge.
Why the change is needed: Fishing sand shrimp, particularly with a diver set-up, results in some throat hooked steelhead, arguably more than any other form of bait. Restricting the use of sand shrimp would lessen sport impacts on wild/unclipped fish, while maintaining sportfishing opportunities.
Names of individuals or groups with whom you have discussed this change: Have discussed this with some guides.
Describe their support and/or concerns:
People that use sand shrimp, minimize the impacts. Fly fishermen support a general ban. Nearly everyone is concerned about increased regulation.

Current regulations are consistent with steelhead protection, creel data collected shows large handling rate of wild steelhead --50% of steelhead caught in 2011 and 2012 during this season.
