Rule to Change: Page 134 Shrimp rules/Shrimp Daily Limits and Rules/Pacific Ocean:
Daily Limit of 10 pounds-maximum of 80 spot shrimp
New Rule Proposal: Change spot shrimp daily quota from 80 to 200 per person, per day in the Pacific Ocean only, Marine areas 1-4 only.
Why the change is needed: As a previous WDFW Shrimp Advisor with Rich Childers and Mark O'Toole, Pacific Ocean spot shrimp are mostly known to be at the edges of the canyons or continental shelf. These areas are 30+ miles out and are not economically viable for the daily 80 shrimp allotment of a recreational fisher. At the high cost of fuel and equipment, makes this unaffordable for 80 prawns.
This fishery renders most Puget Sound type equipment unusable. Canyon edges are 600'+ deep. This will require heavier than standard 30# Puget Sound pots.
Requires longer ropes/leaded lines, and low drag buoys/ markers. Pullers will have to be upgraded to extra heavy duty. To offset these huge costs would require an expanded daily limit.
Some areas are closer in but these shrimp are said to be highly migratory and hard to find according to commercial shrimpers. There is no real recreational spot shrimp fishery in the ocean due to high costs per daily limit of 80 shrimp. I do not expect many to do this.

Lorna thought it was a great idea to expand this ocean fishery and understood that for 80 shrimp, there will never be a recreational ocean shrimp fishery.

Explanation The recreational spot shrimp fishery in the ocean is very limited due to the distance of fishing grounds from shore. There are available spot shrimp to harvest recreationally. Increasing the daily limit will offset the high costs to participate in this fishery and may increase participation.
