Rule to Change:
TIETON RIVER, NORTH FORK (Yakima Co.) including the portion flowing through Rimrock Reservoir dry lakebed; CLOSED WATERS - Clear Lake spillway channel and North Fork Tieton within 400' of Clear Lake Dam. All Game Fish; First Sat. in June-Aug. 15 Statewide min. size/daily limit.
New Rule Proposal:
TIETON RIVER, NORTH FORK (Yakima Co.) including the portion flowing through Rimrock Reservoir dry lakebed; CLOSED WATERS - Clear Lake spillway channel and North Fork Tieton within 400' of Clear Lake Dam. All Game Fish; First Sat. in June-Aug. 15 Statewide min. size/daily limit. Selective gear rules.
Why the change is needed:
This change adds selective gear rules to the N.F. Tieton River to protect ESA listed "threatened" bull trout that utilize the river as foraging, migration, overwintering (FMO) and rearing habitat. Adult bull trout migrate from Rimrock Lake to the upper N.F. Tieton River to spawn and juvenile bull trout utilize the river as rearing habitat. The N.Fork receives heavy summer campground use and angling pressure in the lower to middle reaches. Protecting adult, subadult and juvenile bull trout from incidental angling mortality associated with bait fishing is a needed conservation action. It is appropriate to implement Selective Gear Rules (no bait, single barbless hooks) for this stream.
Names of individuals or groups with whom you have discussed this change:
John Easterbrooks, Region 3 Fish Program Manager.
Describe their support and/or concerns:
John supports the addition of SGR to protect listed bull trout from hooking mortality.

Rule Change Recommendation Short Title
Change to Selective Gear Rules on multiple streams in Region 3 to protect ESA listed steelhead and bull trout and westslope cutthroat trout

Rules Category
Eastern Washington and Columbia Region Freshwater

Type of Rule Change Proposal
Conservation

County or Location Information

Short Description
Extends selective gear rules protection (no bait, single barbless hooks) for salmonids in Manastash Creek, Little Naches River, Nile Creek, Oak Creek, Rattlesnake Creek, Taneum Creek, Teanaway River, Swauk Creek, North Fork Tieton River, and their tributaries.

Explanation
Recent improvements in passage conditions, fish screening and habitat flow enhancements in Manastash and Taneum creeks are allowing for increased numbers of adult steelhead to enter the drainage to spawn. The other listed systems have recently emerged as important steelhead spawning and rearing areas, contributing to the Mid-Columbia Distinct Population Segment for population recovery. It is important to protect the spawning/rearing areas of this ESA listed threatened species in the Yakima Basin. Protecting juvenile steelhead (and Westslope cutthroat trout) from mortality associated with bait fishing is a needed conservation action. Bull trout spawning in Monument Creek is comprised of both fluvial and resident fish, and this is an important spawning area for federally threatened bull trout.
