Rule to Change: Select area two rod endorsement

Why the change is needed: Due to large number of people competing for limited productive bank access this rule is creating friction between anglers. It is also tempting people to break the law as a person with two rods out is recruiting others to tend their second rod while playing a fish. Effectively creating a situation where an anler with a two rod endorsement is fishing three rods and one without is fishing two for a time. With a bank full of rods, half of which can not be tended to properly, tangles and lost fish are common. It also circumvents the law which states that an angler must be incontrol on his or her fishing rod at all times. This being impossible as a person with two rods in the water can only be in control on one.

The Washington State Legislature authorized the Department to sell a Two-Pole Endorsement allowing an angler to fish with a second fishing pole in specific waters of the state. The Department is continuing to seek additional waters where this endorsement is valid including fishing for salmon.
