New Rule Proposal: We , from Oregon are trying to get the gilnets out of the Columbia because of the damage they do to steelhead, sturgeon and wild salmon . The problem is harvest of the finclipped salmon ....so suppose the sport fishermen could sell their catch to buyers . Also I propose that you come up with a tag ...for like $200.00 that would alow a person to catch as many fish as the tag would allow 10 / 20 ? he could only sell these fish to a commercial buyer and of course pay taxes on the profits .
