Why the change is needed: If the prison is closed why waste the resorces?

There is still a commitment center for violent sex offenders on McNeil Island. The Department of Social and Health Services (DSHS)runs the center and maintains the same level of high security around the perimeter of the island as did the Washington Department of Corrections. Therefore, no public access is allowed anywhere on the island (including tidelands) without specific permission from DSHS. In addition, the US Navy has easement restrictions that extend to all the tidelands between Pitt Island and Hyde Point, which prohibits access to all the tidelands on the north and part of the tidelands on the northeast side of the island.

SMITH, LELAND G January 27, 2013 GIG HARBOR, WA Comments: Good rule modification. Allow access to the beach for shellfish harvest. The DOE should be able to confine sex offenders through common methods.
