New Rule Proposal: Anchoring for the purpose of fishing to be limited to 50' depth
Why the change is needed: During the last day of halibut fishing I went to the west side of Whidbey Island, Mutiny Bay and Admiralty Inlet. I am a novice at this, but I studied the area before I went and found that there is a sand bar in each area. Both were littered with boats at anchor in deep water using downriggers to fish for halibut. During one of my drifts I almost contacted a stationary boat, and subsequently lost about $40 worth of gear on thier excessively long anchor line.
