Rule to Change: Two-pole endorsement
New Rule Proposal: Let the two-pole endorsement apply to all fisheries state-wide.
Why the change is needed: The fact that you have felt the need to limit each angler to 1 pole shows the degree to which you control the whole angling experience. MANY other states with much larger and more important recreational fisheries (florida comes to mind) don't try to limit poles and anglers. They know it's self-regulating because it's often very difficult to fish with (or more) two poles. You seem to be assuming that double the gear results in double the catch, which is not the case at all.

The Washington State Legislature authorized the Department to sell a Two-Pole Endorsement allowing an angler to fish with a second fishing pole in specific waters of the state. The Department is continuing to seek additional waters where this endorsement is valid including fishing for salmon. The Department will consider additional waters for salmon fishing during the North of Falcon process this year.
