Rule to Change:
Spring open area for hatcher clipped steelhead and chinook jacks and shad opens may 15, 2012 below I-5 interstate bridge down river to bouy 10. Lower Columbia river is defined as Down river from Bonnivile to Bouy 10.
New Rule Proposal:
Divide lower Columbia river between Bouy 10 and I-5 interstate bridge as area 5-A and from I-5 to Bonniville Dam as 5-B. Allocate individual catch limits between each area based upon license held in each area and require a person be resident within the reseptive areas to fish legally in the respective areas. We have been shut out from fishing above I-5 area, due to current rules. Apply to spring chinook as well.
Why the change is needed:
Our economic revenues are down due to the current rules. Those above I-5 must incur high cost to travel for fish or be shut out from participation in the fishing until opening on June 16, 2012. This is not fair to those that live above I-5 to the Bonnivile Dam area. Thank you for considering.

Requiring a person to be a resident in order to fish a particular area is not consistent with how fisheries are managed and would be viewed as an unfair management strategy to those people who purchase out of state licenses. Changing the management zones is not an approach that is currently needed for recreation or conservation.
