New Rule Proposal: Lures such as spinners and spoons that require constant retrieval to be effective do not need to be suspended below a float.
Why the change is needed: Suspending such lures as spinners and spoons defeats their purpose.

Salmon, goes through the North of Falcon process This proposal deals with salmon. Salmon seasons are set through the Pacific Fisheries Management Council/North of Falcon process. This process adopts a cohesive set of rules for sport and commercial salmon fisheries, from ocean fisheries to those inside Puget Sound including freshwater fisheries each year during March and April.
Your proposal will be provided to the manager(s) responsible for this species so that it can be considered during the appropriate rulemaking process.

WAHLGREN, BURTON December 08, 2012 MARYSVILLE, WA Comments: love the not suspended spinners and spoons rule for the samish river! now enforce the suspended baits rule! the snagging last season was a slaughter that was sickening!!! if you dont have the manpower like you say ,just deputise people. i volenteer!!!!
