New Rule Proposal: Expand number of "catch and release" type flyfishing lakes and streams.
Why the change is needed: Increased interest in flyfishing,and budget constraints for planting fish make converting "put and take" waters into catch and release make sense. In an effort to get maximum enjoyment out of every fish, catching them more than once provides a quality experience for many fishermen. It's my opinion that flyfishermen would even be willing to pay an extra fee for fishing these waters if the funds raised were used to enhance the quality of the fishing.
