New Rule Proposal:
Make two fishing rods per person more universal in Puget Sound.
Why the change is needed:
Two fishing rods occurred in the past. There are some small areas where they will be allowed - e.g., Tulalip Bay fishery. One person fishing is at a huge disadvantage to charters and multi-person boats. For example, on a charter, if one person gets his/her limit of salmon out of four (i.e., 4 rods fishing already), four rods will likely continue to fish after that first limit is taken. If a second person gets their limit, four rods will likely to continue fishing also - and so forth. This allows an exceptional advantage to the multi- party boat because they can keep a lot of gear in the water, likely catching more fish more quickly than one person with one rod only (i.e., the ratio of gear per person on the multi-party boat goes up). Two rods, particularly for one person fishing would allow that person to test different gear, depths, etc. On the previous example, multiple rods can accomplish this, even though one or more limits have been taken.

We are striving to increase two pole fishing opportunity where appropriate. The proposal requests to make this more universal in Puget Sound but does not mention specific areas. Salmon are used as an example and this rule making process does not address salmon.

    Salmon, goes through the North of Falcon process
    This proposal deals with salmon. Salmon seasons are set through the Pacific Fisheries Management Council/North of Falcon process. This process adopts a cohesive set of rules for sport and commercial salmon fisheries, from ocean fisheries to those inside Puget Sound including freshwater fisheries each year during March and April.

    Your proposal will be provided to the manager(s) responsible for this species so that it can be considered during the appropriate rulemaking process.
