Rockfish, West of Lip Point - No min size. Daily limit is the FIRST Black or Blue rockfish caught. May 1-June 15 spearfishing allowed.
Why the change is needed:
The one Black and Blue for the whole MCA 5 is based on the CPUE ratio to MCA 4B and the high angler efforts in MCA 5.

DFW is currently conducting research in Marine Area 4B to evaluate conservation regulations for bottomfish adopted in 2010 and 2011. Postpone consideration of this rule until evaluation of research findings is completed.
