Rule Change Recommendation Short Title
• See comments Rules Category Puget Sound Region Freshwater Type of Rule Change Proposal Conservation County or Location Information Skagit/ Whatcom counties Short Description Open a trout fishery from the mouth to Highway 536 Memorial Bridge from March 1 through May 31. Anglers must use hooks with a 1/2 inch gap (approximately a size 2 hook) and follow selective gear rules. Explanation This section of river is a popular trout fishery. This rule change will provide significant recreational trout fishing opportunity. Opening this fishery is not expected to have significant impacts on ESA listed anadromous fish. VERNON , WA Comments: No. The only productive spots I fish are on the north and south forks with larger hooks. Duck hunting & steelhead is over, during march trout fishery & bass fishery not going well in lakes yet, but nice cuthroat & char are present in Skagit

Great idea and restores the SRC and Dolly Varden fishing opportunity in the lower skagit during the spring. ASHE, KEVIN December 08, 2012 DARRINGTON, WA Comments: yes. i would like to see it opened up on the entire system for all species except chinook. if the whole system is opended up it will reduce pressure on certain areas. but this is a beginning. MORGAN, JOHN D December 10, 2012 BELLINGHAM, WA Comments: I am very excited with your proposal #54 regarding trout fishing in the lower Skagit. I have been fishing that area the last two years and enjoyed many hours of catch and release for searuns using flies. In your brief above I do have a concern with the hook size information. What size trout are we expected to catch on a #2 hook with a 1/2 inch gap? Could that be a typo? JOHNSON, KENNETH B December 10, 2012 BELLINGHAM, WA Comments: I do not support this recommendation. If the river is closed to protect wild steelhead during this time of year a "trout fishery" would be counter-productive. There are plenty of other places in the Skagit basin to fish for trout this time of year.
DUIM, BRIAN R December 11, 2012 BELLINGHAM, WA Comments: I was able to fish this part of the Skagit several times this past fall. I was very pleased to see how healthy the Sea Run Cuttrhoat and Dolly Varden population is. I would love to be able to fish in the spring when the salmon fry are out migrating and the Cutts and Dollies are feeding on them. Borderline Bassin Contenders CLARK, GARY January 23, 2013 BELLINGHAM, WA Comments: THis makes zero sense to me... Closure of catch and release season for steelhead March - April and open this bottom section of the river for trout (steelhead)... Sounds like a way for the jet boat guys to go catch wild steelhead to me.. Do not open/aprove this rule change. SIMMS, RICH K January 29, 2013 MUKILTEO, WA Comments: Support. This would provide C&R opportunity for sea run cutthroat and bull trout.
